The 2023 elections in Sierra Leone were heralded as a defining moment in the nation’s democratic journey. On May 25, 2023, during the Electoral Pledge ceremony held in Freetown, the Commonwealth Secretary-General, Rt. Hon. Patricia Scotland KC, delivered a powerful and visionary speech that underscored the significance of free and fair elections. Representing the Commonwealth’s 56 nations and 2.5 billion people, she highlighted the importance of democratic integrity and the solemn responsibility of leadership. The speech celebrated Sierra Leone’s resilience, unity, and potential while also serving as a powerful reminder of the international community’s role in safeguarding democratic values.

The Secretary-General’s speech beautifully wove together the historical and cultural identity of Sierra Leone. By integrating verses from the national anthem, she reinforced a sense of national pride and unity. Invoking lines such as “High we exalt thee, realm of the free” and “Firmly united ever we stand,” she connected the electoral process to Sierra Leone’s legacy of freedom and resilience. This masterful storytelling created an emotional resonance, reminding the audience that democracy thrives in harmony and solidarity.

She acknowledged Sierra Leone’s historical significance by recalling the symbolism of the cotton tree, a symbol of hope and freedom for freed slaves. Her assertion that the tree “will grow again” served as a powerful metaphor for Sierra Leone’s ability to rise above challenges and rebuild its democratic institutions. This narrative of hope and renewal was a call to action for all Sierra Leoneans to protect the legacy of freedom and ensure a peaceful, transparent electoral process.

Despite this powerful call for unity and democratic integrity, the international community has raised concerns about President Maada Bio’s administration and his commitment to the electoral pledge. Allegations of electoral irregularities and a failure to ensure transparent results had cast doubt on the legitimacy of his continued leadership. The Commonwealth, alongside the United Nations, the African Union, the European Union, the United States, and other international actors, are closely monitoring the situation.

The international community has a vested interest in maintaining democratic norms in Sierra Leone. Allowing a leader to remain in power without a transparent mandate threatens not only Sierra Leone’s democracy but also sets a dangerous precedent for the region. The international community, therefore, can nott afford to remain passive. President Maada Bio’s actions must be held to the same democratic standards that were pledged before the world at Bintumani.

Conducting an election without credible and transparent results poses significant risks to Sierra Leone’s socio-political stability. It undermines public trust in democratic institutions, delegitimizes the government, and can lead to political unrest and civil disobedience. For a nation already grappling with economic challenges, the cost of electoral mismanagement could be devastating, deterring foreign investment and exacerbating poverty levels.

Moreover, political instability threatens international aid and cooperation, as global partners may be hesitant to engage with a regime whose mandate is questioned. The absence of clear electoral outcomes not only jeopardizes Sierra Leone’s democratic progress but also risks regional stability.

During the Electoral Pledge ceremony, the Secretary-General reaffirmed the Commonwealth’s commitment to democratic values. She emphasized that the election pledge was “far beyond symbolism” and represented a solemn responsibility to prioritize national unity and integrity. The Commonwealth’s dedication to transparent elections, good governance, human rights, and the rule of law was clearly articulated, reflecting its ongoing role in safeguarding democratic integrity among member states. That resolve is currently under test as the people of Sierra Leone patiently wait to see the outcome.

The speech also highlighted the importance of peaceful, non-violent political participation. By celebrating the “calm expression” of democratic will over violence and division, the Secretary-General championed the ideals of non-violent political participation, resonating as a powerful message of peace and democratic maturity.

Dr. Samura Kamara, presidential candidate of the main opposition APC party, demonstrated commendable commitment to the electoral pledge by maintaining peace and refraining from violence throughout the election period. His adherence to democratic norms and respect for the rule of law stands in stark contrast to the controversies surrounding President Maada Bio’s administration.

This steadfastness underscores his respect for the electoral process and his dedication to Sierra Leone’s future. Given this, it is unjustifiable for President Maada Bio to retain power without a clear mandate from the people. Allowing such an outcome would undermine the principles of justice, democracy, and the very essence of the electoral pledge designed to safeguard Sierra Leone’s democratic integrity.

A Message of Hope and Renewal

The Secretary-General’s speech concluded with a powerful message of hope and renewal, proclaiming, “Sierra Leone has always shone, Sierra Leone will shine again.” This optimism was a call for resilience, unity, and democratic progress, inspiring Sierra Leoneans to rise above challenges and build a prosperous future together.

Conclusion: The International Community Cannot Fail

The 2023 elections were meant to be a milestone in Sierra Leone’s democratic journey, reflecting the people’s will and ensuring the nation’s prosperity. However, the controversy surrounding the electoral process threatens to undermine this vision. The international community, particularly the Commonwealthcan not afford to fail in its commitment to democratic integrity.

The Electoral Pledge was a solemn promise made before the world, and the Secretary-General’s speech captured the essence of that commitment. It celebrated Sierra Leone’s resilience, unity, and potential while also holding leaders accountable to the principles of justice, democracy, and the rule of law.

Dr. Samura Kamara’s respect for the electoral process and his commitment to peace should be recognized. In contrast, President Maada Bio’s failure to honor his commitment to free and fair elections should not be overlooked. The international community must stand firm in its dedication to democratic values, ensuring that leadership is a true reflection of the people’s choice.

This is a pivotal moment for Sierra Leone.

The world is watching, and the international community can not afford to remain silent. To preserve Sierra Leone’s democratic integrity, it is crucial that the true mandate of the people is respected and that power is not held without legitimacy. In the words of the Commonwealth Secretary-General, “Sierra Leone will shine again” – but only if the democratic will of its people is honored.
