Minister Seeks ACC Backing for Code of Conduct Reform

Sierra Leone’s Minister of Public Administration and Political Affairs, Amara Kallon, has presented a draft Code of Conduct for presidential appointees to the Anti-Corruption Commission (ACC), seeking the agency’s support to strengthen accountability in government.


The proposed framework, unveiled during a meeting at the ACC headquarters in Freetown on Friday, aims to establish clear ethical standards for ministers, deputy ministers and heads of government agencies.
Kallon said the initiative forms part of broader public service reforms designed to promote integrity, accountability and the responsible use of public resources.
The code is intended to serve as a benchmark for ethical leadership by outlining behavioural expectations for senior officials, with the goal of improving institutional performance and reinforcing public trust.
ACC Commissioner Francis Ben Kaifala welcomed the proposal, describing it as “a step in the right direction” towards strengthening governance and oversight in the management of public resources.


He called for broad stakeholder consultations and clear implementation timelines to ensure the effectiveness of the framework.
The commission also pledged technical support to the ministry as discussions continue on refining and possibly expanding the scope of the code to cover a wider range of political appointees.
Participants at the meeting cautioned against a one-size-fits-all approach, emphasising the need for flexibility in applying ethical standards across different areas of public service.
