The Sierra Leone Water Company (SALWACO) on Tuesday launched its five-year Strategic Development Plan (SDP) for 2026–2030, outlining measures to enhance water and sanitation services and strengthen institutional capacity across the country.

The launch, held at the Miatta Conference Hall in Freetown, was attended by government officials, development partners, civil society representatives and international organizations.
The plan, developed internally by SALWACO staff without external consultants, is anchored on five priority areas: water and sanitation development, sustainable service delivery, commercialization and financial viability, protection and management of company facilities, and capacity development and knowledge management.
Deputy Managing Director Albert Harrison Harvey described the SDP as a guiding framework to steer the company’s operations over the next five years and to enhance its visibility among stakeholders.
Chairman of the Board, Joseph Joe Ndanema, said the plan is designed to ensure practical outcomes that support SALWACO’s mandate to provide safe water and sanitation services nationwide.
Managing Director Tiideni Hawa Jabbi said the SDP aligns with the government’s Medium-Term National Development Plan (2024–2030), the Ministry of Water Resources and Sanitation’s strategic direction, and global frameworks, including the United Nations Sustainable Development Goal 6, which aims to ensure access to water and sanitation for all by 2030.
Deputy Minister of Water Resources and Sanitation, Francis Kallon, said the SDP marks a transformative phase for the country’s water sector and reaffirmed the government’s commitment under President Julius Maada Bio to expanding sustainable water and sanitation services nationwide.
The Strategic Development Plan will guide SALWACO’s operations in provincial districts and cities while strengthening financial sustainability and institutional resilience.
