Sierra Leone to Integrate Artificial Intelligence into Civil Service

Sierra Leone has launched an ambitious plan to integrate Artificial Intelligence (AI) into its public service, aiming to enhance government efficiency, transparency, and data-driven decision-making.

The initiative is being implemented in partnership with Qhala, a Kenyan digital innovation firm, with technical and financial support from the World Bank. The collaboration will help Sierra Leone develop its first National AI Strategy, alongside a framework for ethical and responsible use of emerging technologies in governance.

According to the Ministry of Communications, Technology and Innovation, the programme will include training and capacity-building for civil servants, the design of AI-driven management systems, and the creation of policy guidelines to ensure accountability and equitable access to technology across ministries and agencies.

“Artificial Intelligence presents an opportunity for Sierra Leone to leapfrog development barriers by making our public service more efficient, transparent, and responsive,” said Dr. Sarata Kanneh, Director of Digital Transformation at the Ministry. “Our focus is on responsible innovation — using technology to serve people, not replace them.”

Kenya’s Qhala, which has led AI transformation projects across East Africa, will provide technical expertise in data governance, digital infrastructure, and policy formulation.

“This partnership will build the foundation for a smart, data-informed government,” said Qhala CEO Angela Wamola. “Sierra Leone’s vision for ethical AI leadership in Africa is forward-thinking, and we’re proud to help make it a reality.”

The project marks Sierra Leone’s latest step in its broader digital governance reforms, following previous investments in e-government systems, open data, and digital identity initiatives supported by international partners.

Officials say the National AI Strategy, now under development, will also guide future innovation in sectors such as health, education, and agriculture.
