Sierra Leone has called for more predictable and inclusive spectrum policies to support digital growth in emerging markets during the Mobile World Congress (MWC) Barcelona 2026.
The country’s Director-General of the National Communications Authority (NatCA) delivered two interventions during the summit’s Ministerial Programme, highlighting the importance of stable regulatory frameworks for telecommunications investment.

Speaking during a session on March 2, the NatCA chief said long-term certainty in spectrum allocation policies is critical to attracting investment and accelerating digital transformation in developing economies.
He noted that clear and inclusive spectrum management policies would help expand connectivity, improve network coverage and support innovation across Africa’s telecommunications sector.
Mobile World Congress, one of the world’s largest telecommunications industry gatherings, brings together government officials, regulators, technology companies and telecom operators to discuss global digital policy and innovation.
Sierra Leone’s participation in the ministerial discussions comes as the country seeks to expand digital infrastructure and improve access to telecommunications services nationwide.
