The All People’s Congress (APC) Party has sounded a strong alarm over what it describes as a serious breach of financial protocol by certain branches of Rokel Commercial Bank Sierra Leone (RCB-SL), involving the unauthorized issuance of “White Payment Slips” (WPS) for membership fee deposits.
In a public notice dated April 8, 2025, and signed by National Secretary General Lansana Dumbuya (Esq.), the APC confirmed that it had engaged RCB-SL leadership in a high-level consultative meeting to resolve the issue and protect the integrity of its financial and membership systems.
Following the meeting, held on April 7 at RCB-SL’s headquarters in Freetown, the APC announced a set of immediate directives aimed at clamping down on the use of WPS, which the party says lack official recognition, are prone to forgery, and compromise both transparency and accountability.
“The issuance and use of WPS for deposits into APC’s Membership Account are strictly prohibited. WPS are untraceable for Party use and therefore invalid as proof of payment,” the notice emphasized.
Instead, the APC now mandates the exclusive use of Yellow Cash Payment Slips for all transactions related to its official Membership Account No. 1086762.
The party further instructed all individuals who previously received WPS to return to their respective RCB-SL branches and exchange them for official Yellow Payment Slips. All bank branches have been notified to carry out this process without delay or obstruction.
Additionally, the APC established a Verification and Acceptance Policy, declaring that only Yellow Slips will be accepted as valid proof of payment for membership registration and verification. Any submission of WPS will be deemed null and void.
The directive also warns that any RCB-SL branch or official found continuing the practice of issuing WPS or obstructing the rectification process will be immediately reported to the party’s National Secretariat. Offenders risk further escalation to the Bank’s Operations Manager and other relevant authorities.
In closing, the APC reiterated its unwavering commitment to financial transparency, procedural integrity, and adherence to national accountability standards. The new measures are part of broader reforms aimed at safeguarding the credibility of the party’s ongoing membership registration and ensuring full preparedness for upcoming internal elections.
“All members, Party structures, and stakeholders are hereby instructed to fully comply,” the notice concluded.
