The Anti-Corruption Commission (ACC) has strongly refuted claims by Octea Limited that it had cleared Koidu Holdings (SL) Limited of corruption allegations, emphasizing that investigations into serious offences, including tax evasion, are still ongoing.
In a statement issued on Thursday, the ACC clarified that contrary to Octea Limited’s letter dated 6th May 2025, which was addressed to the Office of the First Lady, the Commission has not concluded any investigation or cleared Koidu Holdings of alleged corruption, bribery, or other illicit activities.
The ACC outlined a series of ongoing investigations involving Koidu Holdings, including allegations of corporate and tax evasion, abuse of labour laws, failure to pay employees’ entitlements, improper offshore arrangements, and collusion with state institutions to avoid tax liabilities.
“These issues remain under investigation, and at no time has the Commission reached any decision to clear Koidu Holdings of the allegations,” the ACC stated.

The Commission further noted that upon the conclusion of its investigation, all stakeholders and the public would be duly informed of the outcomes.
Separately, the ACC also addressed claims in the Octea Limited letter regarding the Office of the First Lady, specifically allegations of financial misappropriation for personal shopping, travel, and accommodation. The ACC clarified that it had only investigated whether public funds allocated to the First Lady’s office were properly authorized.
“Our investigation confirmed that public funds allocated to the Office of the First Lady were consistent with past practices, where similar or larger allocations were made to support the initiatives of previous First Ladies through various government ministries and agencies,” the ACC stated, adding that preventative recommendations made to the state had since been fully implemented.
The ACC reaffirmed its commitment to transparency and accountability and assured the public that it would continue to provide updates as the investigations progress.
