The High Court of Sierra Leone has convicted Julian Clarke and Sallieu Kargbo, former Human Resource Manager and Senior Finance Officer of the Sierra Leone Civil Aviation Authority (SLCAA), on multiple counts of corruption, the Anti-Corruption Commission (ACC) announced.
The verdict, delivered on Monday, 15 December 2025, by Honourable Justice Aiah Simeon Alieu JA, follows indictments dating back to February 2021 related to the authoring and signing of false documents used to facilitate Turkish visas for individuals falsely presented as SLCAA staff.
Julian Clarke was convicted on nine counts, including abuse of office, deceiving a principal, and conspiracy to commit a corruption offence under the Anti-Corruption Act No. 12 of 2008 (as amended in 2019). He was sentenced to pay a cumulative fine of Le 450 million or serve five years’ imprisonment for each count.
Sallieu Kargbo was convicted on two counts of conspiracy to commit a corruption offence and deceiving a principal. He was sentenced to a cumulative fine of Le 100 million or serve five years’ imprisonment for each count.
The ACC reaffirmed its commitment to fighting corruption in public offices and ensuring accountability in Sierra Leone’s public institutions.
