Four NSRPA Officials Indicted on 97 Corruption Charges – ACC

The Anti-Corruption Commission (ACC) has indicted four senior officials of the Nuclear Safety and Radiation Protection Authority (NSRPA) on a total of 97 counts of corruption-related offences involving over Nine Hundred and Twenty-six Million Six Hundred and Ninety-seven Thousand Leones (Le 926,697,000).

The accused are John Jabati, Executive Secretary of NSRPA; Philip Johnson, Accountant; Anwar Michael Seisay, Procurement Manager; and Tejan Kargbo, Assistant Finance Officer. The charges, filed on May 16, 2025, include Misappropriation of Public Revenue, Failure to Comply with Financial Procedures, and Conspiracy to Commit a Corruption Offence.

According to the ACC, the alleged offences occurred between January 2023 and July 2024, during which the officials allegedly facilitated unauthorized withdrawals and expenditures from NSRPA’s bank account without proper documentation or adherence to financial guidelines.

Breakdown of Charges
• John Jabati faces 66 counts, including 18 counts of Misappropriation of Public Revenue, 46 counts of Failure to Comply with Financial Procedures, and 2 counts of Conspiracy to Commit a Corruption Offence.
• Philip Johnson is charged with 97 counts, including 48 counts of Misappropriation of Public Revenue, 46 counts of Failure to Comply with Financial Procedures, and 3 counts of Conspiracy.
• Anwar Michael Seisay faces 90 counts, comprising 40 counts of Misappropriation of Public Revenue, 47 counts of Failure to Comply with Financial Procedures, and 3 counts of Conspiracy.
• Tejan Kargbo faces 10 counts, including 7 counts of Misappropriation of Public Revenue and 3 counts of Conspiracy.

The ACC alleges that the officials colluded to misappropriate public funds allocated for the operations of NSRPA and that they concealed the fraudulent transactions to evade detection.

Meanwhile, the ACC has declared Anwar Michael Seisay and Tejan Kargbo as WANTED after they reportedly absconded. The commission has warned that they will be tried in absentia if they fail to appear in court.
