Speaking at the St Micheal’s Field, Low Cost in Kissy, the SLPP Aspirant said “President Bio is the man for the women”, stressing that in terms of women’s empowerment, President Bio has made a landmark progress even to the admiration of the International Community. Princess Daramy echoed that with the Gender Empowerment Bill, most women are now in the position to take leadership role, adding “this is why I am standing here as an Aspirtant for the great SLPP”. Over the past five years, President Bio has worked assiduously to empower women in Sierra Leone. Recently, he signed the Gender Equality and Women’s Empowerment (GEWE) Bill into Law, providing 30% quota for women in all elected offices and appointed positions. President Bio has also assured that when elected in the forthcoming election, he will continue to empower women in Sierra Leone. Nine killed in Senegal clashes after opposition leader sentenced Dakar (AFP) – Nine people have died in clashes across Senegal, the interior minister said Friday, after a court sentenced firebrand opposition leader Ousmane Sonko to two years in jail. A conviction for “corrupting youth” may disqualify Sonko, President Macky Sall’s fiercest opponent, from contesting next year’s presidential election. The case has deeply divided Senegal, sparking sporadic but deadly violence that has battered the country’s image of stability. After Thursday’s verdict, clashes broke out between police and protesters, buses were set alight in the capital Dakar, and disturbances were reported elsewhere including the city of Ziguinchor, where Sonko has been mayor since 2022. “We have noted with regret violence that has led to the destruction of public and private property and, unfortunately, nine deaths in Dakar and Ziguinchor,” Interior Minister Antoine Diome said on national television. Two police officials told AFP on condition of anonymity that at least three of the deaths occurred at demonstrations in Ziguinchor, and a policeman was stoned to death by young protesters in the capital.

The verdict tonight is that Independent Candidate Seray Kabbah impresses us as Mayoral Candidate. She was well articulate, calm and resourced oriented about the issues of the city and how she hopes to fix them. Each time she comes on the audiences bring down applauses. With her hammering down of the issues, she even introduced new vocabulary words like “nada” meaning nothing was happening in the city. The terminology sent audiences into huge applauses acknowledging the facts. Aki Sawyerr was more defensive and innovative of what remains ahead. She steals time each time she comes on and goes beyond the bell; while RUFP’s Lillian Kamara and ADP’s Kassim are below the belt. However, due to the partisanship nature of voters, Aki Sawyerr may likely secure wider margin lead over Kabbah and others. Except for the ruling SLPP mayoral candidate Ahmed Gento Kamara whose inroads into the mayoral contest has changed the dynamics in the politics of Freetown. He’s more appealing to ordinary country folklore than others. What the future of who sits as Mayor is unpredictable but the debate tonight has shown us that the Freetown wouid be bright under any government after June 24 elections. Moderator Umaru Fofanah was poignant and honest with all particpants as equal time and access was given to all. The audiences too got a fair share of their time sitting under the freezing highspeed air conditioned giant room. The questions of the debate both from the moderator and audiences were rich. They were a mix of clear, present and future expectations.
THE IMF DISBURSEMENT IS NOT A VOTE OF CONFIDENCE; IT’S AN EMERGENCY RESCUE PACKAGE –
By Sheriff Mahmud Ismail On Monday, 5th June 2023, the International Monetary Fund (IMF) announced in a statement titled “IMF Executive Board Completes the Sixth and Seventh Reviews Under the Extended Credit Facility Arrangement for Sierra Leone,” that it had agreed for an extension of the ECF programme to November 2023 to continue building on recent structural reforms in order to achieve their programme objectives. This allowed for an immediate disbursement of US$ 20.7 million which is definitely good news for a government that is cash trapped and on the brink of economic collapse. If this money was not provided with immediate effect, the government would not have been able to even pay salaries or pay for its running costs. With elections barely three weeks away, this would have been a disaster not just for Bio’s administration but also for the peace and security of the state. The IMF was very clear in its statement relating to that disbursement. “Sierra Leone’s economic challenges have intensified. Inflation has continued to rise; the currency has depreciated sharply; and debt related risks have increased.” This is why the disbursement had to be a matter of emergency. It is therefore understandable why a partisan Financial Secretary and even the president and their ‘paopagandists’ would run amok on traditional and social beating their chests for the ‘life-saving’ injection of oxygen into an otherwise lifeless economy. But when the IMF said that “the authorities have requested an extension of the programme to November 2023 to continue building on recent reforms and achieve programme objectives,” It means the government could not meet its obligations to the IMF and it had to plead for an extension. Do Not Be Deceived I do not want to make this a political discourse but Sierra Leoneans should not be deceived by the government’s self-indulgence over that nation-saving package because the IMF did not provide such emergency support as a vote of confidence on the Bio administration’s handling of the economy. After all, the Bio-led government missed critical benchmarks and had to plead for reprieve. Here is what the IMF said: “In completing the sixth and seventh reviews, the Executive Board approved the authorities’ request for waivers for non-observance of the end-June 2022 performance criterion on the ceiling on the net domestic bank credit to the central government, and the end-December 2022 performance criteria on the ceiling on the net domestic bank credit to the central government, the ceiling on the net domestic assets of the BSL, and the floor on the gross international reserves of the BSL…” The Bio-led SLPP government could not raise enough even revenue to run itself yet it could not control its reckless spending and so they turned to extensive borrowing from commercial banks and pilfering of the reserve. “Foreign exchange reserves have declined, rebuilding reserve buffers will be a priority going forward,” the IMF asserted, adding that “Sierra Leone remains at high risk of debt distress, and risks have risen in the context of recent large fiscal deficits and the currency depreciation. A frontloaded and decisive adjustment of macroeconomic policies is needed to restore stability, create space for priority social spending, and contain risks to debt sustainability.” How could anyone refer to such damning assessment as a vote of confidence beats the imagination especially since the IMF had to put a ceiling on their borrowing to minimise their bleeding of the little resources left. Event with that, like thieves do, the SLPP government burst the borrowing ceiling and when caught, they pleaded for mercy. Mercifully the IMF bent over backwards to accommodate the non-performing SLPP government in view of the broader consequences. But even with their own support, the IMF is not optimistic about an economic rebound saying that macroeconomic conditions are expected to stabilize on the back of the planned adjustment, which they are not sure this government is capable of doing. “ …Outlook remains challenging. Growth is expected to decelerate to 2.7 percent in 2023 from 3.6 percent in 2022 in 2024,” the Fund noted. And they have a doomsday warning to ordinary Sierra Leoneans that recovery may be difficult because of the extent of the economic damage this government has inflicted on country. “Policy implementation risks are high amid the large adjustment need. A larger-than-programmed domestic financing need, and further deposit dollarization, could intensify rollover risks as banks’ ability to increase holdings of government paper could come under strain. Larger-than-programmed BSL purchases of government paper would further spur the inflation-depreciation spiral, thus reigniting deposit dollarization.” Even when the IMF are willing to help, trust in the government is so deficient that they had to put some squeeze and so the disbursement comes on the back of government agreeing to implement further conditionalities. The IMF humanitarian intervention should also be seen in the context of the quantum of support the international community has given to Sierra Leone. They have invested blood, sweat and colossal funds towards the country’s peace, security and economic development. Just in the last five years, the international community has pumped over US$ 300 million of budgetary support especially from the World Bank. This is apart from what is provided by the International Monetary Fund and other development partners to support the fight against COVID-19. Why The Dire Economic Situation The SLPP government came to power in 2018 with the promise of increasing revenue-to-GDP to 20 percent by 2020. This is 2023, and the revenue-to-GDP is at 15.6 percent of GDP. One of the fundamental challenges for this government, which the IMF also alluded to, is their tendency to spend more than what they can generate. Since 2018, the Bio government has overburdened the wage bill with political appointees without any value on the socio-economic development of the country. In 2017, the wage bill was Le 1.8 trillion, it increased to Le 2.1 trillion in 2018 and more doubled to Le 4.3 trillion in 2022 (8 percent of GDP). This is an increase of 128 percent since 2017. More than 75 percent of the country’s annual domestic revenue is being sucked up just on wages, leaving less than 25 percent
THE BIG 5 GAME CHANGER… Another Facade from The SLPP
By John Sheka Tarawalie The Sierra Leone Peoples Party (SLPP) is notorious for fabricating lies and manufacturing fake campaign promise. Many Sierra Leoneans, especially the young people, were with the firm conviction that the SLPP’s 2018 People’s Manifesto dubbed the New Direction would lead them to the promise land and ameliorate their suffering, but ended up to be a facade and the most deceptive political tool in the 21st century. They also referred to their 2018 manifesto as the bread and butter document as their current Chief Minister who is the architect for the destruction of our economy was all over media houses telling gullible people about them fixing the economy in six months of their reign. The 2018 SLPP manifesto promised to take Sierra Leone to a totally new direction. Five years later, the SLPP is unable to address a single sentence in the first page of their manifesto Even their flagship project called “Free quality education” is not only dubious and farcical but the most criminal enterprise to have ever introduced by a political party in Sierra Leone since independent. High school pupils taking school leaving certificate examination on a yearly basis since 2019 are making it evident that the free education is not only of poor quality but it is the vehicle that has destroyed our education system. It is only under the SLPP administration of Maada Bio and David Sengeh as Basic Education Minister that a high school pupil offering Liberal Arts subjects will score an A in Mathematics and Biology and woefully fail their core subjects and those in the sciences will score A in Literature-in- English, and woefully fail Mathematics, Biology and other core subjects. The ironies in public exams are so glaring that, Universities across the country have to conduct enterance exams because they have lost trust in the high school leaving examination which is the West Africa Senior School Certificate Examination. On the 23rd May 2023, the SLPP launched in Kenema, an edited version of their 2018 manifesto and called it “SLPP big 5 Game changer”. How can you promise us “big 5 game changers” when you can’t even deliver in your first term in office? The name is so ridiculous. A wise and reasonable Sierra Leonean will no longer fall for such deceptions. How can they promise us to be food sufficient when they squandered $34M rice project in Tomabum? Going over the “Big 5 Game Changers ” that has already failed, they discussed how to “Feed Salone” even after siphoning millions of dollars of donor funds meant to cultivate our staple food and Sierra Leoneans are buying a bag of rice at old Le.700,000 . Many citizens have been suffering in silence waiting to vent their anger in the ballot. Sierra Leone is rated as the third most hungriest nation in the world and they have the temerity to tells us about good sufficiency. Then they spoke about “Human Capital Development” despite the serial and indiscriminate sacking of people perceived to be Northerners or sympathisers of the now opposition All Peoples Congress (APC). They created the highest unemployment rate in the country as a result of such blind action. How can the citizens of Sierra Leone believe in this human capital development? The “Youth Employment Scheme” was mentioned in the already failed “Big 5.” Since the SLPP took office five years ago, a lot of young people have been out in the streets without jobs which has led many of them to participate in hazardous activities including drug abuse The topic of “Revamping the Public Service Architecture” was also discussed. Speaking of changing the Public Service architecture when the nation has been divided in the last five years, killing innocent citizens in non violent protests and locked thousands in prison across the country. Finally, they discussed “Tech and Infrastructure,” which refers to spending the nation’s money on tools that would be used to find and imprison innocent Sierra Leoneans who will criticize their failed government. The SLPP will be lying everywhere to get the votes come June 24 in order for failed Maada Bio to be reelected. Sierra Leoneans should exercise caution and avoid believing their false promises, especially young people.
Finance Ministry Popularise New SOPs on Audit Recommendations
In a bid to achieve good public sector- governance, the Internal Audit Division in the Ministry of Finance, in collaboration with the European Union (EU-SBC111) project, has concluded a 3-day workshop with internal Auditors, Vote Controllers and Audit Committee Members on the popularisation of the Newly developed Standard Operating Procedures (SOPs) on Audit Follow- follow- Up or Recommendations. The training occurred on the 12th, 14th and 15th of June, 2023, at the Country Lodge Complex, Hill Station, in Freetown. In explaining the workshop’s objectives, the Director of Internal Audit, Kandeh Sesay, stated that their role is to provide unbiased, objective assessments of how public resources are managed. He added that auditors help public sector organisations achieve accountability and integrity, improve operations, and instil confidence among citizens and stakeholders hence the reason to popularise the new SOPs. The Standard Operating Procedure (SOPs) is an audit follow-up document backed up by other documents approved by parliament to be used by the internal audit service. He noted that the implementation of the findings and recommendations of the Audit over the years had not been given the relevance it deserved. He said at the end of the training, they expect all stakeholders to be able to clarify their respective roles as stated in the SOPs. He expressed that the importance of the New SOPs in improving audit follow-up cannot be over-emphasized. The government representative Mr Paul Caulker, in his opening statement, said the set of participants is critical to the full implementation of the SOPs. He said the audit committee is exceptionally the key private force assisting MDAs in addressing findings and recommendations for both internal and external auditors. He retreated that the audit committee should be able to advise and guide MDAs in responding to audit issues responsibly in line with the audit unit service. The EU representative Mr Martial Laurent said European Union is supporting the projects with several activities in Sierra Leone. He also said Sierra Leone has made progress in developing capacity building for both internal and external audit control. He pointed out that indicators have shown that the government can significantly improve implementing the PFM system. He noted European Union representative said that there is a guide and consideration to which liberation is the need to enhance the PFM system in Sierra Leone and the operation of the Ministry of Finance and its budget oversight committee in the Country. He added that the role of internal audit and their perception of it and audit recommendations are crucial. He said they believed that there is a high potential for improving the system and also improving participation by strengthening the role of both internal and external audits. The translation of the Audit Reports into the SOPs would be a laudable venture, he noted. In his statement, the UKFCDO representative, Mr Kamaray, indicated that over the years attending to audit recommendations has been abysmal, not only internal audit but also external. He said auditors are essential in government because they are part of the control measures. According to him an audit is not about a witch hunt. It is about assuring compliance with policies and processes, and principles of government. Mr Kamaray admonished the participants that the workshop is Significant to their work, thereby understanding the concept and principles and the processes involved in audit follow-up. He encouraged the participant to take the training seriously and try as best as possible to use them to help with the governance and the risk management procedure.

Bio Calls on Ex-President Koroma & Samura Kamara to Denounce ‘Adebayor’
The President of Sierra Leone His Excellency Dr. Julius Maada Bio has, for the very first time call on the Former President of Sierra Leone Dr. Ernest Bai Koroma to come out and publicly denounce ‘Adebayor’ a sierra Leonean citizen who is currently in Holland. The president believes that Adeybayor is causing incitement to the people of Sierra Leone to protest against his government and that has been made the country ungovernable. President Bio made this statement during an ongoing presidential campaign for the 2023 Presidential Elections in Miraykuray Town of Tinkatopa Chiefdom and later in Masiaka Town of Koya Chiefdom; both located inside Port Loko District on 14th June 2023. The President added that Adebayor, in spreading acts of Terrorism, will always say he is fronting for the interest of the APC so it is important for the APC to consistently distance themselves from the ‘Adebayo’ phenomenon at any time Adebayo associates his terrorism actions to be done for the benefit of the APC. He also called on APC’s 2023 Presidential Candidate Dr. Samura Kamara to join other “good citizens who love Sierra Leone” in publicly denouncing the terrorist actions and utterances of ‘Adebayor’ that are regularly being broadcast from Holland. “I am challenging you all starting from Ernest Koroma himself and then to every one of you APC Leaders,” President Bio threw the challenge whilst calling on Koroma and other APC Hierarchy to go over the BBC and every local and international radio stations disassociate themselves from ‘Adebayor’
Orange Money SL Launches Money Card
By Feima Sesay Orange Money SL has on Thursday 8th June 2023 launched a new product called Orange Money Card as they continue to lead in the financial inclusion platform. A ground breaking achievement in digital finance has been reached following the launch of a new orange Money card for customers and non-customers of Orange Money. The event was held at Orange Sierra Leone (OSL) headquarters in Freetown. Smart phone and non-smart phone users can use the new orange money card for mobile money transactions. One can walk into any orange Money shop and purchase the card at NLe 10 by producing an identity card. Orange Money customers and non-customers can also enjoy the service once they are linked to their phone numbers. In a 30-minute demonstration via power point, Assistant Marketing and Project Manager, Naomi Kabia explained the steps to gain registration with the new card. According to her, one can first scan, enter the number, get a summary of the details of the person making the request and get the password. Head of strategy and Marketing, Abibatu Baxter sees the new orange Money card as the achievement of a new milestone in the world of digital finance noting that province of freedom has been created. “We always set the pace in the financial inclusion drive,” says the Marketing strategist. Abibatu went on to state that with the new card mobile money transactions had been made simple, and customers freed from worries of sending money to wrong numbers. “If you send someone to cash money and the person forgets the number, you can easily use the Orange Money card,” she emphasised adding that the new card is simple and stress-free when using it. In an age of digital financial services, one should not suffer to spend the money after going through much struggles in getting it. The Chief Commercial Officer (CMO) Haffie Haffner said Orange Money had made an enviable history that would linger for years. She went on to state that social, digital and financial inclusion strategies had been OSL’s mission in Sierra Leone since 2016. She is satisfied that the company is leading in these three areas, adding that they are in the right direction in social inclusion. According to her, the company is also leading in the digital inclusion through the launch of 4G and other data services that are effective and efficient, and Orange Money is leading again in the financial inclusion drive. She underscores that with such digital breakthrough, they are confident that the new service will bridge the digital divide in financial services and reach the last village. In his address, Chief Executive Officer (CEO) for Orange Money, David Mansaray likened the new orange Money service as an ATM card used in financial transaction. He expressed his excitement for the new service and wasted no time in launching it. “I declare Orange Money card launched,” CEO Mansaray said. He further stated that Orange Money had taken a new, first step in financial inclusion with the new orange Money card which, he said, was the first in the market. He hopes that with the new service, costly errors in financial transactions have been laid to rest. “Financial transactions have been eased, and there are no more mistakes in financial transactions,” he stressed.
