After months of work,the Edel Grass Project has finally handed over the Kenema City Field to the Sierra Leone Football Association following a successful installation of the artificial turf. The Contractor, Eden Grass from Holland handed over the project to SLFA and advised that the FA ensure standard utilization and get security to man the field and protect the pitch.  He emphasized the costly state of the project. SLFA General Secretary Mr. Christophe Kamara, held a meeting with the Sierra Leone Police in Kenema and agreed to provide armed security for the field during the day and night. The Project was officially launched by Madam Isha Johansen, a year ago. The Sierra Leone Football Association is now set for the official commissioning of the field, whilst the installation of the perimeter fence and the solar light will kick-start early next month under the leadership of Madam Isha Johansen who remains passionate and undistracted to develop football across Sierra Leone. During their statements, the Edel Grass Contractors Mark Jonkers and Roman Kuttschreutter both advised the Kenema people to own the project as the duration of the turf spans to twenty-five (25) years. On behalf of the people of Kenema District, the Chairman of the Kenema District Football Association, Dennis NgothoLassana, praised the Sierra Leone Football Association for such a timely development. Witnessing the official handing over ceremony after the completion of the Edel Grass Project, were the following officials from the Sierra Leone Football Association: Christopher Kamara, General Secretary; Mohamed Benson Bawoh, Head of Cooperate Affairs; and LaminTarawallie, Media and Communications Officer. President Bio Tours Karene District
 His Excellency President Dr Julius Maada Bio has toured the two Tambakha Chiefdoms in the Karene district and discussed his government’s plans to construct the first Senior Secondary School in that part of northern Sierra Leone. Explaining the historical relationship between the Sierra Leone People’s Party (SLPP) and the people of the two Tambakha Chiefdoms, Constituency Youth Leader, AlhajiKamara, said they had been a major player in the formation and development of the party. He added that that was why after the late President Ahmad TejanKabbah, President Bio was the second sitting president to visit their chiefdoms, regardless of what he called a hard-to-reach area. “Your Excellency Sir, the youth and everyone in our two chiefdoms are happy that you visited. We will continue to support your agenda to transform the entire nation,†he stated. Alhaji Kamara also advocated for the construction of a community centre, a health facility, a senior secondary school, the construction of major roads and a bridge that would link the two chiefdoms with Kamakwie, which he said would ease the long-suffering of the people. In his response, the President told people of the two Tambakha Chiefdoms that after nearly three years in office as President of the country, he saw the need to tour the district and discuss development plans with the people. He further stated that the people were at the centre of his development agenda, saying that he would continue to strengthen the human capital of the country for lasting development. “For a country to develop the people should be better educated. Education is the fastest way to transform a nation,†President Bio affirmed. He said his government was paying school fees for about 2.5 million children in pre-primary, primary, junior and senior secondary schools across the nation. He, therefore, encouraged the children as the direct beneficiaries of the Free Quality Education to take their studies seriously, noting that they would be the ones to take care of their parents in future. Bumbuna Murder Lands FourIn Remand By Feima Sesay Tamba Kamara, Siao Kargbo, Tamba Turay and Daddy Ballinga has been arraigned before Justice Hannah Bonnie of the Freetown High Court for the allege murder of one Ibrahim Kamara.  It was also alleged that the deceased was beaten by the accused persons at a poro society bush and later thrown him at the Bumbuna waterfall as he was caught taken photos of theporo bush during initiations. Led in evidence by state prosecutor Ernestine Spain, the witness Sergeant 6566 Mathew GavaoKarim attached to the homicide unit  Criminal Investigations Department(CID) recognized the accused and recall on the 11 March 2020. He said on that day he was on duty when a transfer case and enquiry file of murder together with the accused persons were brought to the station from the Magburaka police station for further investigation. He furthered that on the next day a team of detectives led by inspector D.A Munu left Freetown for Bumbuna town and upon their arrival they were led to the Bumbuna waterfall and there after they were led to a place called Bo road where the remains of the deceased was found. The witness further that on 4 April 2020, he interview all the accused persons separately by observing the judges rules and on the 16 April 2020 he charge the accused with the offences of conspiracy and murder. After reading the interview and charge statements of all the accused persons in court, the witness was cross examined by defense counsel K.P Koroma. However also, the accused persons were arraigned before Justice Hannah Bonnie on two counts of conspiracy to commit a felony and murder contrary to law. According to the indictment, the state alleged that the accused persons on 7 February 2020 at Bubuna Waterfall via Magbruka conspired together with other persons unknown to murder Ibrahim Kamara. The accused were remanded in custody and the matter was adjourned to the 12 April 2021. Tunis. Ambassador Boukadoum came at a time when Algeria and Sierra Leone are enjoying multi-lateral ties in the area of trade and investment and international diplomacy. Welcoming Ambassador Boukadoum and delegates at the Ministry of Foreign Affairs and International Cooperation conference hall, Tower Hill, Freetown, Minister Tunis said that President Bio’s meeting with the Ambassador, was successful as they were able to identify key priorities in the area of trade and investment, education, mining and agriculture. The Minister said that Algeria’s relationship with Sierra Leone, span way back since 1980 when the country hosted the Organization of Africa Unity. The Minister commended the President of Algeria for extending an invitation for President Bio to visit Algeria which is expected to happen anytime soon. In response, Ambassador Boukadoum gave his admiration about Sierra Leone’s rapid development in terms of peace and security,human capital development. He said that both Sierra Leone and Algeria maintain similar position on Committee of Ten agenda in the United Nations. Ambassador Boukadoum, promised to reactivate the investment roadmap that was agreed between the two countries before the outbreak of coronavirus as his visit to the country has given him lots of positive thoughts that he will relay back home. “Sierra Leoneans should not underestimate what the have as there are positive developments going on under the leadership of President Bio,” he said.

His Excellency President Bio made this statement during his remarks on the occasion of the opening ceremony of the fifth legislature of the first 2021 extraordinary session of the ECOWAS Parliament currently on going in Freetown, Sierra Leone between 29th March and 2nd April 2021. During his statement as head of state of the home country of the Speaker of ECOWAS Parliament, His Excellency President Bio said as a country, Sierra Leone welcome one of our own, the Rt. Hon Sidie Mohamed Tunis. Meanwhile whilst making his goodwill message at the opening session, the President of the ECOWAS Commission, His Excellency Jean-Claude KassiBrou said the Strategic Plan is indeed an important tool to structure and make effective the action of Parliament. He said that the plan is a real compass which is aligned with the development priorities of the Region, emphasizes the participation of people in community affairs, in accordance with the Vision of ECOWAS which is to build a ECOWAS of People’s. The President of ECOWAS Commission added that the implementation period for ECOWAS Vision 2020 has just ended. He said that “this transformational vision aimed to create a region without borders, peaceful, prosperous, and based on good governance where people would have the capacity to benefit from the enormous resources of the region and exploit them by creating opportunities for sustainable development and environmental preservation.†He said in order to consolidate these achievements of Vision 2020 and to face the new challenges of our time, “the ECOWAS Commission has therefore set out to develop a Vision 2050 that will guide the Community’s actions for the next 30 years.†He acknowledged the support of the Honourable Members of Parliament is essential for mobilising Community resources to member states. Cybercrime Bill If Passed; Gives Minister Absolute Power If it becomes law, anyone and absolutely everyone can claim that once you run foul, punishment is determined only by the Minister.†This is part of a segment in the proposed Cybercrime bill and if passed into law it would give absolute power to the Minister to do as he pleases with reckless abandon. Meanwhile, digitization has been a huge boost to the world and Sierra Leone is not an exemption. It has in recent years, been making new spaces available online for citizens around the globe to freely express and share sensitive views and information on their countries political and socio-economic issues. The use of smartphones and computer related gadgets have been the driving force of this social media age. Now, a proposed cybercrime bill could turn a citizens smartphone into a crime scene. Parliament proposed the bill after a series of violent incidents last year that were sparked by social media messages. It intends to offer clarity regarding cybercrime offenses and punishments and better handle national security and crime in digital spaces. In a bid to tackle situations of cyber-bullying, the government proposed a cyber-security bill that would deter people from listening and sharing virulent messages like hate, incitement and invectives.. Sahr Matthew Nyuma, Leader of Government Business in parliament, warned last August in parliament that “everyone will be vulnerable if the country does not enact tough laws to deal with the situation.†Cyber Crime Act 2020 covering common issues on cyber security laws and regulations, including cybercrime, applicable laws, preventing attacks, specific sectors, corporate governance, litigation, insurance and investigatory and police powers has already passed the pre-legislative stage in parliament. The Cyber Crime Bill of 2020 is a sinister improvement of the Public Order Act of 1965. The Bio-led government gifted the people of Sierra Leone with a gift with one hand and it is attempting to take it with the other hand. The information on your phones and computers are no longer safe†AdyMacauley, former ACC Czar asserted. The 1965 Public Order Act was passed under the SLPP Administration led by Albert Margai, and was roundly condemned by the APC. But, despite coming to power and remaining in power from 1965 to 1992 and then again from 2007 to 2018, the APC did nothing to repeal the Public Order Act. Under the Bio Administration the Public Order Act was repealed in 2020, but now, the Ministry of Information and Communications has drafted the Cyber Crime Bill which contains these wordings; Section 35 2) A person, including a corporation, partnership, or association, who knowingly or intentionally sends a message or other matter by means of a computer system or network that – (a) is grossly offensive, pornographic or of an indecent, obscene or menacing character or causes any such message or matter to be so sent; or (b) he knows to be false, for the purpose of causing annoyance, inconvenience, danger, obstruction, insult, injury, criminal intimidation, enmity, hatred, ill will or needless anxiety to another or causes such a message to be sent, commits an offence and is liable upon conviction to such fine or term of imprisonment as the Minister may, by Regulation made under this Act, prescribe. Anything can be regarded as subjectively offensive [35-2a], and the same thing that might not offend someone one day or moment, might not offend the same person the next day or moment. So the Public Order Act of 1965 was repealed and the trumpets were blown and the drums were beaten by the Bio Administration, the SLPP, and SLPP supporters. It was seen objectively as a good thing. But now, the draft of the Cyber Crimes Bill has Section 35 (2) in it. If it becomes law, anyone and absolutely everyone can claim that once you run foul, punishment is determined only by the Minister. Some well-meaning Sierra Leoneans are asking these following important questions: “How do we determine a message to be grossly offensive? Could certain level of criticism of our leaders for example fall in that category and considered grossly offensive? Could it be that certain words or statements we use to describe the conduct or behavior of our leaders can be considered as “indecent†or obscene†and as such a crime under this Bill? These and many other questions are being asked by Sierra Leoneans all around the world, and it will be fair enough if the Ministry of Information and Communications can attempt to answer them since they are asking for public opinion on the proposed bill. This Cybercrime bill if passed into law, will be more punitive than the repealed Public Order Act. Whereas the POA’s maximum sentence is two years, the cybercrime bill allows for sentence up to five years imprisonment for actions deemed “cybercrimes.† Everyone is a potential target for criminalization of speech if the ruling party deems one’s online content offensive. “Cyber Crime Bill 2020; a bad and contradictory law that citizens and protects service providers, proposing limits to business capacity, empowers Information Minister to determine punishment for unfriendly people and groups in Sierra Leone not merely for a safe national digital ecosystem,†Lawyer Ibrahim Sorie Kamara said. In this digital age, the proposed Cybercrime law would be ten times more dangerous to media practice than the repealed Part V of the public Order Act of 1965. =PRESS RELEASE= =PRESS RELEASE= Police Still Arresting&Detaining Journalists, Contrary to IMC Act Issued by PUBLIC REVIEW NEWSPAPER, 67 Siaka Stevens Street, Freetown On 24th March, 2021 the Managing Editor of this press (Public Review) was invited and detained at the Criminal Investigation Department (CID) at Pademba Road in Freetown. His only crime was that he published reports against one Safea Moiwa on Public Review newspaper, claiming that he was using his friend at the CID, MK Alieu and others at the Cyber Crime Unit who investigated the matter to support him in his alleged land grabbing activities. Upon invitation by the CID officers who claimed to have been contacted by Mr.Moiwa for them to discuss the matter amicably, Mr.Turay found himself being heavily questioned and accused of flouting several laws and he eventually ended up spending a close to five hours in illegal detentionbefore he managed to gain his freedom through the intervention of some colleagues. But strangely, the CID has since denied arresting, molesting or incarcerating anyone including Mr.Turay which is very strange because there are a number of people including executive members of SLAJ who know about this matter and can confirm that indeed Mr.Turay was arrested and detained by the above-named CID officers. All of this is against the background that CID officers have still not left the habit of inviting journalists for interrogation when in actual fact the law which had made provision for that had been repealed by President Julius Maada Bio and replaced by the new IMC Act which provides for complainants to report matters to the IMC which is now charged with handling matters involving media practitioners accused by members of the general public. It is high time the police (CID) in general are educated that they no longer have the authority or power to detain journalists on libel matters because it is no longer a criminal offence. What is expected of them is to direct anyone who reports such cases to report the matter to the IMC as it is the proper authority dealing with such matters. Southern Region Gets Tourism Association
A delegation from the Ministry of Tourism and Cultural Affairs and the National Tourist Board (NTB) led by the Minister, Dr.Memunatu Pratt has attended the launch of the Association in Tourism, Southern Region and the presentation of award to the Minister at Dohas Hotel in Bo. Explaining the purpose of the launching, the chairman for the association in tourism, Sam Goba said they are beginning a new dawn of tourism in the Southern Region and showcasing to the authorities present that they are pushing the agenda in tourism. The hotelier of Dohas Hotel who also doubles as the Deputy Chairman of the Association in Tourism, SalehYayah stated that they took the venture to launch the Association in Tourism because of the enthusiasm in the Minister and the Tourist Board. He mentioned that they took all steps to ensure that the association is recognized and given the power to operate under the rules and regulations of the tourism act and to make Sierra Leone a place to reckon with for tourism. Delivering her keynote address, Dr.Memunatu Pratt said that since her appointment, this is the biggest launching of tourism association she has attended thus far. She maintained that all over the world tourism grows with a strong public private partnership including a very strong hotel or tourism association. “Before now there was a weak Ministry of Tourism, weak private sector and no existing association which gave me a difficult task in putting the Ministry and NTB together”, she affirmed. She noted that the Ministry is doing a lot in exploring new tourism development areas which she said will attract investors to the sector, revealing that the Budapest, Bamako finish line that sold Sierra Leone enormously will happen in 2022 with a much bigger representation. Chinese Embassy Capacitates Government on Pandemic Prevention

Ambassador Hu Zhangliang, on behalf of the Chinese Embassy in Sierra Leone, has donated a batch of medical supplies including PPEs, surgical masks, medical gloves and goggles etc. to the Ministry of Health and Sanitation to support the latters work on COVID-19 control and prevention as well as the prevention of Ebola. Dr. Austin Demby, Minister of Health and Sanitation, received the donated items and thanked the Chinese Government for all the support given, including the recently donated COVID-19 vaccine. He said that the items will further beef up Sierra Leoneans capability in its fight against the pandemic. The event was held at the residence of the Chinese Ambassador, 29 Spur Loop Wilberforce on Freetown. Considering the fight against the COVID-19 pandemic and the Ebola epidemic the Chinese Government has been on the fore front. Ambassador Hu Zhangliang said the Chinese Government is always there to support Africans as they recommend their experts to join Sierra Leoneans and fight the corona virus just as they did during the Ebola outbreak. Dr. Austin HingaDemby expressed gratitude to the Ambassador and to the Chinese Government for their continual support to Sierra Leone in good and bad times. He made mention of the contributions by Chinese Government to Sierra Leone in various sectors furthering how they are always grateful to them for such generous acts. The medical items include: thirteen thousand five hundred surgical masks, one thousand three hundred and five PPEs, eight thousand seven hundred and fifty pairs of medical gloves, one thousand new medical shoe covers and nine hundred and ninety-five medical goggles.
