PUBLIC REVIEW ARTICLE Lara Taylor-Pearce Is Unmoved By Media ‘Kamajorism’ By Mohamed Sankoh (One Drop) I may be wrong. Maybe. Or what I’m about to write might sound, or look, controversially controversial. Professional Krio women, generally, have some traits which you will notice when you work with them in an office or offices. Most of them are easy-going, well-cultured with sound unshakable Christian beliefs, and respectful of work ethics. But one thing that always stands out about them is that when push comes to shove, they are not afraid of rocking boats or ruffling feathers. Most professional Krio women are not afraid of courting controversies. They do not allow their male counterparts to frighten them into abusive submission. They show stoicism whenever they are being bullied or harassed in the workplace. They hardly play the Roman fool and die by their own swords. Instead, most professional Krio women will usually take the Claude McKay-ian stance of facing “…the murderous, cowardly pack†with courage and determination. And even when they are “pressed to the wall†they will die “fighting back!†(To borrow from McKay’s poem: “If We Must Dieâ€.) That brings to mind Lara Taylor-Pearce, the Auditor General at Audit Service Sierra Leone (ASSL). For the last four months now, she has been a subject of consistent intimidations, harassments, threats, and campaigns of calumny simply because she is doing a thankless nationalistic job. Since the publications of the “Audit Report 2019†and the “Report on the Audit of Funds managed by the National COVID-19 Emergency Response Centre and other Ministries, Departments and Agencies-March to June 2020â€; a group of misogynists has made it a duty to attack both the personality and professional efficacy of the Auditor General. They have used every trick in their “Paopagandistic†playbook to get at her. But as expected of her, she has always been unshaken like the Rock of Gibraltar! Late last week, the ruling Sierra Leone People’s Party (SLPP) unleashed its media “Kamajors†just like how a sadist would have thrown a bleeding pregnant woman to starving sharks. Based on a memo supposedly authored by the Solicitor-General dated 22 February 2021 to the Financial Secretary, Sahr Jusu, on the topic “Legal Opinion on the Transfer of Audit Fees by Audit Service Sierra Leonean; the SLPP media goons had salivated and gyrated like starved dogs that had suddenly chanced upon fresh meat in a locked cage! Prior to that, Sahr Jusu, whose current status was fathered by the All People Congress (APC), had led the pack by trying their first intimidation tactic by asking the Auditor General to transfer to the Consolidated Revenue Fund audit fees collected by ASSL for and on behalf of Government. But again, Lara Taylor-Pearce treated Jusu’s request just like how a well-balanced woman would have done to a man who appeared to be on the formative stages of developing an ailment in the head! And for having her wits about her, the entire SLPP-dom now seems to be up in arms against Lara Taylor-Pearce, the most revered Auditor General who has been helping President Julius Maada Bio to fight corruption. But what is shockingly shocking, and surprisingly surprising, is the reticence of State House or State Lodge in all of this. If one of President Bio’s 2018 campaign promises was, and still is, to “plug the leakages†in Government spending and make huge savings for the country, and the Auditor General has been identifying those “leakages†for plugging, then I think it should be morally befitting for the Head of State to come out openly in support of her. In pre-2018 Sierra Leone, when this same Auditor General was picking the same holes in Government spending, those who are now screaming blue murder were gleefully gloating and popularising the Auditor General’s Reports year-in year-out. Now that the SLPP is being asked to account for their financial stewardship, members of the SLPP are now engaged in what I will One Drop-nize as Media Kamajorism! Engaging in character assassination against Lara Taylor-Pearce, for merely doing her job patriotically, is like an undertaker being sentenced to death for simply preparing a corpse for funeral! Or in Mass Communications speak, shooting the messenger because the message is unpalatable! Methinks the problem which Lara Taylor-Pearce has with senior members of the Bio administration is her doggedness in maintaining her institution’s independence and doing her job professionally. She has repeatedly shown that she is a woman who cannot compromise her professional ethics even if a sword is placed on her throat. And the SLPP chauvinists are not used to seeing a woman who refuses to be bossed around by men wielding political power. And because she has been refusing to budge from her professional uprightness, she is now scaring the “drunkardnomists†and “Paopagandists†out of their wits. And the SLPP Media “Kamajors†now seem to be on the prowl—engaging in character assassinations to the extent that they are appearing to look like assassins-for-hire! I can understand why the “drunkardnomists†and “Paopagandists†are still unable to gather their wits. Their SLPP government has been able to achieve the unachievable through intimidation and bullying tactics. They did that in both the selections of the Clerk and Speaker of Parliament. They sliced the APC majority in Parliament through judicial sleights of the gavel. They have been wining by-elections through intimidation and bullying tactics. And they have been getting their ways through these same tactics. But with Lara Taylor-Pearce, they seem to have faced a concrete wall because she has refused to be intimidated and bullied. Since the Media “Kamajorism†started in both the traditional and social media, I have been trying to put a finger on the reasons for these anti-Lara Taylor-Pearce media vigilantisms. And what is beneath the surface is now being scratched by Chernoh Alpha M. Fisheries Ministry Unveils Service Charter The Minister of Fisheries and Marine Resources on Thursday, 5th March, 2021, unveiled her ministry Service Charter at a short ceremony held at the ministry headquarter, Youyi Building, Freetown. Speaking at the ceremony, Madam Emma Kowa Jalloh, said in their quest for fulfilment of the mandate of the ministry, they thought it necessary to keep the public abreast with its activities through a Service Charter. She described the Charter as a public document that provides basic information about services provided by the ministry. She also referred to the Charter as an important tool that would promote commitment, healthy relationship between the ministry and other partners as well as instil confidence in the general public with regard to activities undertaken by every player in the sector. The Charter, she said is about delivering services, promoting transparency and accountability. In a bid to promote the New Direction Agenda, she further said that the ministry has prioritized the participation of other stakeholders in order to achieve its dream through regular engagements and hoped the Charter will be used for its intended purpose. Deputy Director of Fisheries, Josephus Mammie who chaired the programme, said the Charter contains vital information including license fees, policies, rules, regulations, vision, mission and other ancillary activities. It a lonely being a leader because everybody thinks you are fine and you MUST be fine because you are at the top. You have no idea how much this means to me. I have been stressed out; having panic attacks etc. Actually, today is one of those days that I needed someone to just ask how are you doing and to let me know they are thinking of me. And to ice it all very well. You told me to have a lovely day and not forget to smile no matter what Sometimes we feel so bad when people like our leaders, pastors, bosses, and even our parents don’t check on us, or show interest in our business. When they don’t ask us how are you doing, What’s going on with you…? We sometimes even conclude or feel they don’t care. I really understand with you coz I’ve been there. But what if you stop by to find out how they are doing; send them beautiful words to let them know you care and you are thinking of them? Trust me, people at the top mostly feel abandoned, lonely and less thought of too. Simply because it is assumed all is well with them; and it all going very well because they are ‘running things’. Believe me, everyone needs a shoulder to lean and cry on; a hug to keep warm; and a smile to hold the tears back. That include not only the poor and needy but even the wealthiest and most successful people at the zenith of life-they may just be hanging on the cliff about to let go. As you go this week stop looking for a shoulder to lean on. Instead you be the shoulder that someone can lean on. Give somebody a call, drop a text message; especially to those that you might have assumed all is well with. You will be surprised how huge a difference your action will make. Parliament Debates Cyber Crime Act 2020 The Parliament of Sierra Leone on Thursday 11th March 2021 commenced intensive debate on the Bill entitled: “The Cyber Crime Act, 2020”; aimed at protecting critical national information infrastructure in the country. The Bill is seeking to provide for the prevention of the abusive use of computer systems; to provide for the timely and effective collection of electronic evidence for investigation and prosecution of cyber-crime; to provide for the protection of Critical National Information Infrastructure; to provide for facilitation of international cooperation in dealing with cyber-crime matters and to provide for other related matters. Introducing the Bill prior to the suspension of debate, Minister of Information and Communications, Mohamed Rahman Swaray said the object of the Bill is to make provision for the prevention of the abusive use of computer systems; underscoring the point that, the world is going digital. He also noted that 75% of Sierra Leoneans are using the digital space. Thus,the need for improving and protecting citizens ’rights. He said if this Bill is enacted, it will help Sierra Leone to benefit from international cooperation through the Budapest Convention. Hon. Boston Munda, Chairman Information and Communication Committee in Parliament said cyber-crime is a global issue that is also affecting Sierra Leoneans; whilst speaking on financial and data loss from African countries through cyber- crime. He said many African counties have domesticated cyber-crime laws through adherence to the Budapest Convention. Hon. Abdul Karim Kamara said the Bill is critical and it needs more education. Considering the composition of the regulatory committee proposed in the Bill, he observed one would tend to believe that the cyber-crime act is targeting opposition politicians. He pleaded for serious national sensitization on the Bill considering its critical nature. Hon. Joseph Williams Lamin said the Bill is very significant to the people of Sierra Leone; adding that for far too long Sierra Leoneans have been waiting for this Bill. He appreciated the Ministry for the efforts they have put so far on the Bill. Hon. PC Bai Kurr Kanagbaro Sanka III said cyber- crime is an international issue and highlighted its negative effects on many countries around the world. He called for expert training on areas related to cyber-crime for the security of the state. Hon. Mohamed Bangura requested attendance of the Sierra Leone Police, Office of National Security, and the general public relating to the sensitivity of the Bill. Leader of C4C, Hon. Saa Emerson Lamina said justice needs to be done to the Bill; believing that it enactment will save lives, address e-market and curb cyber-crime. He called on Sierra Leone to do same as most of the member countries belonging to ACP-EU have enacted laws geared toward combating cyber-crime. Opposition Leader, Hon. Chernor Bah called for massive sensitization on the Bill for it to stand the test of time. Acting Leader of Government Business, Hon. Bashiru Silikie applauded the debate and also called for the Office of National Security and Police to be in attendance on the next adjourned date in light of the said Bill. In light of existing rules of procedure, the Acting Leader of Government Business, Hon. Bashiru Silikie has moved a dilatory motion; seconded by Hon. Daniel Koroma suspending debate on the said Bill until further notice pending determination and consultations by Parliament before furthering the process of passage into law. Following that, the Leadership of Parliament is seeking public inputs in the form of presentation of position papers or otherwise from the General Public before the said Bill will be enacted by Parliament. She further stated that the level of participation of women in the day-to-day running of the state was a right step toward nation-building, adding that it was also a way of supporting women and girls to benefit from the human capital development drive of the government. In a brief statement, the President of Legal Access through Women Yearning for Equality Rights and Social Justice (LAWYERS), Lawyer Fatmata Sorie, thanked President Bio, the First Lady and the government of Sierra Leone for the opportunity they continued to give women to serve the nation. “Your Excellency, we pray that your government continues to work assiduously to see a reduction of violence against women and girls in the country. The issue of sexual penetration continues to be a challenge, but we applaud the government for the efforts in bringing perpetrators to book,†she noted. In his remarks, President Julius Maada Bio recalled that in December last year he launched the Gender Equality and Women’s Empowerment Policy, GEWE, for which the Gender Ministry would host a number of workshops to develop an implementation plan at all levels. “This year, we will continue working on legislating GEWE into an Affirmative Action Bill that will permanently and significantly narrow or eliminate gender disparities in Sierra Leone. “We see sexual and gender-based violence (SGBV) both as a social cohesion and human capital development issue. We now have an amended and tougher Sexual Offences Act, a dedicated Sexual Offences Model Court, and an unprecedented jump in prosecution and conviction rates for SGBV offences. The First Lady’s campaign against SGBV is resonating with various populations,†he said. The President also said that their work as a government was being recognised by UN Women, Generation Equality, RISE and that Sierra Leone had been invited to serve on the Board of the UN’s Women Peace, Security, and Humanitarian Action. He said the country was an early adopter of international instruments that served to narrow gender gaps, noting that that was an indication they were on the right path and would continue to do more. “As I close, I want to encourage more women to volunteer for leadership regardless of political stripe. On our part as a Government, we will continue working to dismantle institutional, structural, and other barriers to women’s empowerment and advancement. I will closely follow the discussions and outcomes of this meeting and see how best they will inform or support our collective and dedicated push as a nation on this question,†he said.

S/Leonean Philanthropist Honoured In UK The Chief Executive Officer (CEO) of Living Health and Education Fatima Mansaray has been honoured by the Greenwich Borough in the United Kingdom(UK) for  her distinguished contribution in combating Covid-19. Mrs Mansaray`s efforts stem from her selfless service rendered during the peak of the pandemic and her work has not gone unnoticed by the Royal Borough of Greenwich.  Her work involves the donation of several items from the Royal Greenwich Community Hub to Covid-19 isolation centres across the country. “Fatima has dedicated her free time to delivering food parcels from the Royal Greenwich Community hub, toiletries, prescriptions and shopping. She made a huge difference to the lives of those who are shielding and in Isolation†The Royal Borough of Greenwich acknowledged. The items donated include toiletries, medical prescriptions and shopping items to some of the people that are shielding and in isolation centres. Madam Mansaray has showed much interest in supporting isolated communities from the beginning of the COVID-19 Pandemic and through her dedicated work she has delivered several items through her foundation. The CEO has been supporting different isolated communities in Africa including her country of birth Sierra Leone; where she Launched Living Health and Education foundation. The main aim of this organization is to make sure that every individual has right to access health facilities such as medication, have access to clean water and good toilet facilities. Madam fatima has been working tremendously in making sure that disadvantaged individuals have access to such facilities with the help of her foundation. The foundation has been supporting immensely in Sierra Leone by building some facilities such as bore holes water supply, providing toilet facilities, and other related items. The foundation has also been working with other organizations by making sure that they provide a favourable environment for isolated communities across Africa.

Financial Controller of Choithram Group, Harish Agnani handed over the cheque to Madam Easterline Palmer who is the Chairperson of the Choithram Scholarship Fund Committee for onward distribution to the beneficiaries. In his brief statement to Pressmen during the occasion, Harish Agnani intimated that the donation to the Choithram Scholarship Fund is done annually with the avowed objective of improving education in the country. “This is a regular gesture from Choithram International Foundation set up by late Mr.T Choithram Pagarani and every year funds are allocated to assist needy school going children,†he additionally disclosed underscoring how such is in sync with the vision of the late Mr. T. Choithram Pagarani bordering on improving education and health facilities in the country. He disclosed that this year, the sum of Le 110,000.00 was been allocated by the Foundation and a total of 165 children will benefit from the gesture. Harish Agnani also revealed that the Choithram International Foundation had been regularly funding the Choithram Scholarship Fund since its inception in 1967 also informing that like previous years they shall pay fees for a medical student amounting to Le7, 500,000.00. Dilating on other gestures, he said the Choithram International Foundation also provides funds not only for the day to day running of the Choithram Memorial Hospital but also to procure modern medical equipment to upgrade the facilities there in order to match up with international standards. He said apart from that, the Choithram Charity Trust also supplies foodstuff to the Old Peoples Home and Children’s Home on a monthly basis. “All of these are considered as part of Choithram Group’s Corporate Social Responsibility,†Harish Agnani highlighted. He extended thanks and appreciation to the members of the Choithram Scholarship Fund Committee for relentlessly working, over the, to ensure that the annual exercise becomes success stories. On her part, the Chairperson of the Choithram Scholarship Fund Committee, Madam Easterline Palmer, thanked the Choithram International Foundation for continuing, over the years, to provide educational supports to needy school going children across the country. She maintained that scholarships are awarded only to those who truly need or deserve them adding that the scholarships are applied for. After application, she informed, the applicant is asked to provide details of his family’s financial status plus passport pictures and based on their assessment in line with stipulated criteria they determine who and who must benefit. The chairperson further maintained that the process of verification is so transparent and there has been no instance of any form of foul play. She thanked other members of the Committee for all their useful inputs. Madam Easterline Palmer encouraged the school going children to do their best educationally as well as entreating the parents to always ensure that their children concentrate on their academic work by monitoring their performances and providing them with basic learning materials. “If you as a beneficiary fails in school then automatically you become ineligible to continue to benefit from future scholarship awards,†she categorically stated adding that because of the prevalence of COVID-19 only fifty five (55) children will be awarded on the 15th March 2021 and the process will continue on the 16th and 17th March. Vista Bank Saves SLCS Officer
Vista Bank, formerly referred to as Fi Bank has stepped in to pay the operation fee (Le 10, 000, 000) of an injured officer (PO Brima Dumbuya) of the Sierra Leone Correctional Service (SLCS). According to the bank, PO Dumbuya wrote them asking for a loan within the range of the stated amount. They thought Dumbuya would spend a longer time repaying the loan, so they decided to instead be philanthropic by granting him the cheque for nothing in return. In his response to statements from the bank,the Ag. Deputy Director General of the SLCS, Mr. Ahmed Turay said that Vista Bank had done what everyone least expected and thanked them for the gesture. “We hope that this will yield the kind of outcome that we are praying for, Dumbuya is a very hard working officer, and his hard work has reached the heavens; it is no wonder that help has come for him in this heavenly manner.”

Minister Sengeh disclosed that government has paid 52 billion Leones School subsidies that will be disbursed to schools across the country. ” For a girl child to go to school is not an option, as if we want our community to move forward, the girl child should go to school, if a girl child is educated the likelihood for her to die when giving birth will reduce, the likelihood for her to become rich and support her community will increase and the likelihood for children to get vaccination will increase and therefore for girl child to go school 8s not only for the success of her parents but for the country as well”, he noted. Whiles addressing the parents said it is their responsibility ensure that their children come to school and to also take care of the school. He added that the free quality education is not only for the president Bio and his family but the county as a whole. Mr. Sengeh also applauded the teachers for their good work most especially the volunteer one, adding that teachers that want to go on government payroll are many but does not have the power to do so for them. He said there are already 80 thousand teachers in the system, but assured them of the government continuous support. According to him, they are going to introduce village school policy. He further disclosed that Orange Mobile network had committed 1.6 billion Leones in education and that the construction of the pre-school is part of that commitment. As a ministry, he said there are going to provided three Early Community Development (ECD) kits to the facility, the entire curriculum for the kids and the standards and complete set of text books for the pre-school including toys that are locally made in Sierra Leone as they believe in creativity. He said the ministry will also provide training so that teachers  would have the skills needed to teach the children for them to have quality education compired to those in the city.
