The Government of Sierra Leone under the leadership of President Julius Maada Bio is reported to have received $54 Million Dollars as proceeds generated from timber revenue. About 65 to 75% of the said timber was logged in Falaba district and other areas of the Northern part of Sierra Leone. It can be recalled that a sole exporter, the Leadway Trading Company with Mr. Babadi Kamara as the head, was appointed by the Bio led Government to regulate the export of timber from Sierra Leone to the outside world. It is insightful to note the exported timber is transformed into finished products by making upholstery and other furniture a process that could be have been done in Sierra Leone whereby thousands of jobs could have been created for our young people. Looking at the huge amounts of timber that have left the shores of Sierra Leone since his appointment, it is strange that Mr. Babadi Kamara recently told this nation that between June 2018 and February 2020 only a total of eighteen thousand containers of timber had been exported from the country generating a revenue of over one hundred billions Leones. As if to assuage the sensibilities of the communities where the logging is mostly done without much benefit to the people, Mr. Babadi Kamara brazenly announced that they have invested over Le62 billion in reforestation projects which, he claimed, is over 39% of total revenue generated within the period under review. In our investigations we have found out that this claim lacks credibility because a visit to the communities where the logging is done bespeak of abject poverty with lack of basic social amenities like hospitals, good roads, portable and pure drinking water, schools and recreational centres. One glaring example of total neglect of timber logging enclaves are the Falaba and Karene Districts which are touted as the remotest districts in terms of the lack of infrastures and social amenities. It is disheartening to note that timber logging has endangered the livelihoods of the villagers in those communities while it could have served as a very reliable source of income to boost the country’s fragile economy. Pay a visit to these places and see the massive destructions that have been done there with nothing to show for such activities except the environmental hazards that may lead to climate change which can cause more harm to farmers as their crops and animals bear the risk of perishing. Farmers have persistently decried deforestation as the major cause for the change in weather patterns that lead to droughts. Without adequate rainfall, agriculture could be seriously affected, which in turn could have an adverse effect on food production. Where food production is hampered, the achievement of food security would be farfetched; and the resultant effect will be hunger and starvation. With deforestation, the rearing of animals is also seriously hampered as the animals largely depend on the vegetation of plants for food. With the falling down of trees, these animals are also exposed to arid plains that will lead to starvation. Deforestation also dries up rivers and streams leading to the shortage of water for human and animal consumption. It is therefore not surprising to daily see troops of children trekking miles to look for water. It is even more disheartening to see pregnant women and lactating mothers trudging miles to access the few and far flung nearest peripheral health units in these remotes communities. It is therefore very ironical that while the poor, illiterate community people continue to suffer and die for lack these basic social amenities, the Leadway Trading Company only focuses on promoting the deforesting of their bushes in order for the operators and their family members to live decent lives.Perhaps we also need to mention that hundreds of mostly young men have suffered life changing injuries when extracting the logs and particularly during the uploading and offloading of the timber in trucks when the logs normally fall on them and broke their legs or arms which mostly end up being amputated. Sometimes logs even hit the heads of these young men which result in death. Sadly, after all the labour intensive exercise that drains the health and energy of the workers, they are grossly underpaid and without any form of risk and accident allowance or insurance cover. It is this sad of affairs that continue to bemuse the large majority of Sierra Leoneans who continue to wonder , what is the real essence of generating millions of Dollars in the timber sector, deforesting the bushes and depriving the indigenes in the producing areas of the benefits generated from the timber revenue. By Feima Sesay Defence lawyer Warrah Serry Kamal representing the convicted former Minister of Defence and Internal Affairs Alfred Paolo Conteh has asked for more time to file a motion to the Court of Appeal. The move by the defence lawyer is geared towards asking for an extension of time to file and serve the appellant’s synopsis of argument in respect of his appeal before the court. Addressing the Court of Appeal Judges, lawyer Wara Serry Kamal said that the necessary work on the synopsis had been completed. But, maintained that the synopsis couldn’t be filed as the lead defence counsel for the appellant, Dr. Abdulai O. Conteh was out of the country on medical leave and therefore couldn’t vet the synopsis prior to service. She added that the application was supported by an affidavit sworn to and dated 11th September 2020, which she relied on entirely. Lawyer Kamal further told the court that no injustice would arise from granting the said application, adding that if there was anybody to be hurt by the request, it would be their client (Palo) who she said was well aware and understood the decision. She added that the application was made pursuant to the court’s inherent jurisdiction to regulate its own rules and determine its own processes. The application followed an earlier decision reached at by the Court of Appeal which dismissed Palos bail pending application in respect of an ongoing appeal against his conviction. Paolo Conteh is serving a twenty-four month jail term for illegal possession of fire arms. Director of public prosecutions Esmond Ngaqui raised no object to the application. The Presiding judge, Justice Ansumana Ivan Sesay granted the said application for an extension of time within which they should file and serve the synopsis of their argument forthwith and added that the respondent must reply to the application and serve both the court and the appellant within 14 days after receipt of the same. Not Pure: Acidic Grafton Water
By Mohamed Jalloh There are two universally standardized measures for the testing of pure water; these are Acidic and Alkaline tests. For any consumable water, it is expected to be of pure taste and odour free. When the water test is applied, there are certain requirements to be fulfilled. If the water depicts a colour of sky blue, it said to have passed the Alkaline test of pure water and is fit for human consumption. On the other hand, if the water colour displays a red depiction, the water is said to be acidic and impure for human consumption. Over the years, the proliferation of water companies is visible across the capital city Freetown with bogus names creating the impression of producing pure water. In actual fact, most of these companies are producing contaminated water that kills people slowly. The production of adulterated water has the unlimited propensity to igniting a water borne pandemic such as Cholera and Diarrhea. Even though, there is a water regulation commission, the lackluster mode of law implementation has only aided the proliferation of tainted water companies for drinking purposes. At present, the water producing company that has attracted attention for the wrong reasons is the Grafton Water Company. The parliamentary oversight committee on water resources has ordered the closure of the company for failing to renew their licenses for the production of water. According to procedures, the company must obtain the certificate of justness, analysis and the Sierra Leone standards in relation to requirements set by the Sierra Leone Standards Bureau for pure water. The test conducted shows that the Grafton Company does not meet the specifications and the overwhelming presence of acidity could make the water un-edible for people to drink. Honourable Lahai Marah, the chairman on the committee on water resources has stated that the Grafton water Company is producing acidic water, which is not fit for human consumption. The parliamentarian went further to substantiate his claims “The company on January 2020 supplied polluted water to parliament, as a result parliament ended up replacing Grafton Water with the product of Luvian water Company”. Hon Marah disclosed. However, Andrew Senesie, Quality Assurance Manager has confirmed that it is natural phenomenon for water to contain some acidic elements because the human system needs acid for survival. “We are in the process of using reagents to ensure the minimum availability of acid in the Grafton water. But these substances are not available in the country so we have to outsource them from oversees” Mr. Senesie noted. Mr Senesie furthered that the company has done the PH test for specification requirement and the samples would be delivered to Standards Bureau for further testing. “What people should remember is that our products are sometimes pirated so people misconstrue these fake products for Grafton products”. The quality manager stated. Given the fact that the Sierra Leonean market is overwhelmed by Grafton products, people are now caught in a state of dilemma. Many can hardly decipher the difference between pure and impure water, thereby endangering the lives of the members of the public. ACC Investigation Reveals Massive Corruption in MDAs The Anti-Corruption Commission (ACC) has on Monday 31st of August 2020 informed the general public that they have taken actions and steps to address critical issues which arose in the Auditor General’s Audit Reports of Sierra Leone. The aim is to intervene and focus on issues of “possible or alleged” corruption, and “Conduct” inconsistent with Provision(s) in the ACC Act of 2008. ACC discovered that twenty-one issues attracted the attention of the commission; with the intention to “investigate, Prosecute or recover public funds, public revenue, public property.” In light of this, the Commission has charged two (2) matters to court. There are thirteen (13) which are “ongoing active” investigation; whilst two (2) has been closed. According to the Press release, it was due to “Lack of sufficient evidence.’’ According to the press release, four institutions were under serious investigation for alleged or possible corruption. These institutions include: Electricity Distribution and Supply Authority (EDSA), University of Sierra Leone (USL), National Social Security and Insurance Trust (NASSIT), and the Emergency Operation Centre (OEC) and National Ebola Response Centre (NERC). It was revealed that, a certain amount of One billion, Seven Hundred and Fifty-seven million, Three Hundred and Sixty-four thousand, Two hundred and Twenty-four Leones (Le 1,757,364,224) that was transferred to both EDSA and Electricity Generation and Transmission Authority (EGTC) to the Ministry of Energy and Power (MEP) was to settle the liabilities of the National Power Authority (NPA). “MEP submitted variable supporting documents” according to the ACC; as such the investigation was closed. However, the sum of Sixty-two Million (Le 62,000,000) was “dangling” at the Ministry of Energy’s Account, the commission recommended for the amount to be transfer to both EDSA and EGTC. In addition, an amount of Twenty-nine billion, nine hundred and Two million, four hundred and Fifty-nine thousand, Si hundred and thirty-five Leones (Le 29,902,459,635) paid to a certain institution without contractual agreement. Accordingly, there was an overcast amount of Four billion, One hundred and Two million Leones (Le 4,102,000,000) to National Petroleum (NP). It was revealed that the quantity supplied was less that what was paid. ACC has instructed NP to pay back to the State the aforementioned amount. With respect to University of Sierra Leone (USL), the ACC has obtained the required financial and other documents to be consistent with the statement made by the officials of USL. As for NASSIT, the ACC has found ‘no Ghost’ beneficiaries that was alleged. Whilst for the OEC/NERC, the blanket “No Objection” issued by the National Public Procurement Authority (NPPA) made it difficult for the Commission to apportion responsibility for “breaking of Procurement rules and Processes, Poor records keeping, etc.” ACC also notify the public that they have recovered Two Billion, Seven Hundred and Forty-two Million, One Hundred and Eight-five thousand, Three hundred and Four Leones, Sixty-one cents (Le 2,742,185,304.61). By Abdul Malik Bangura Action Against Hunger, the world expert on hunger and malnutrition with over 40 years operational experience confirmed during the World Food Day on Friday October 16th 2020, that over 7% of the world’s children under age five – approximately 47 million children in 2019 suffer from acute malnutrition. It further says that world hunger is projected to rise to an additional 132 million people this year as a result of the COVID 19 pandemic. Population growth and urbanization; climate change and deterioration of environmental conditions; market dynamics and food supply; natural disasters, civil conflicts and food crises; gender inequalities; and most importantly poverty and inequality have all been identified by the Food and Agriculture Organisation (FAO) of the United Nations as determinants of food insecurity and malnutrition in particularly the West Africa region. According to the International Committee of the Red Cross (ICRC), hunger and malnutrition are worsening in parts of the West African continent because of the Coronavirus pandemic, especially in low-income communities or those already stricken by continued conflict. FAO called for robust measures by West Africa states to maintain four pillars such as food availability, access to food, stability and nutrition. The basis of the robust measures being taken so far by members has led the regional Parliament of the Economic Community of West Africa States (ECOWAS) under the distinguished leadership of its Speaker, His Excellency Sidikie Mohamed Tunis to convey a meeting of joint committees on Agriculture, Environment, Water Resources and Sustainable Development/ Industry and Private Sector/ Health/ Energy and Mines/ Social Affairs, Gender and Women Empowerment to discuss the most vital theme of “ECOWAS food security and agriculture production program and the fight against COVID 19.” The general objective of the meeting, which is scheduled to take place from Tuesday 10th to Saturday 14th November 2020, in Bissau, the capital city of Guinea Bissau is to enable the Joint Committee interact with the ECOWAS Commission and assess the status of COVID-19 pandemic, agricultural production and food insecurity in the ECOWAS region. Also worthy to note is that this meeting of ECOWAS Parliament Members of Parliament (MPs) which is conveyed by the Speaker himself, comes exactly two (2) weeks after His Excellency Sidie Mohamed Tunis served as chair of a high level regional meeting with West and Central Africa parliamentarians on mobilizing parliamentarians and keeping nutrition as a priority during COVID 19. Meanwhile, according to research by the writer, the Right to Food has been accepted as a legally binding obligation by all West African states. According to the ECOWAS Revised Treaty in Article 25 says “Member States shall co-operate in the development of agriculture, forestry, livestock and fisheries in order to: a) ensure food security; b) increase production and productivity in agriculture, livestock, fisheries and forestry, and improve conditions of work and generate employment opportunities in rural areas; c) enhance agricultural production through processing locally, animal and plant products; and d) protect the prices of export commodities on the international market.” In addition, this right has been binding obligation on states that are parties to and have ratified the International Covenant on Economic, Social and Cultural Rights (ICESCR). It is also binding on ECOWAS states that have ratified human rights instruments relevant to the Right to Food, such as the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) which Article 12 recognizes the right of pregnant and lactating women to special protection with regard to nutrition; and Article 14 recognizes the right of rural women’s access to land, water and services. In addition, the Convention on the Rights of the Child (CRC) Article 25 recognizes the right to health, including nutrition; and Article 27 the right to an adequate standard of living, including nutrition. Also, the International Covenant on Civil and Political Rights (ICCPR) Article 6 recognizes the right to life and Article 7 the right to be free from inhumane and degrading treatment. In the fight against COVID 19, West Africa Health Organisation (WAHO), observed that there is 92.7% recovery rate of COVID 19 cases in West Africa. However, the measures adopted to curtail the spread of the virus in the region have caused more problems as experts are projecting increased in the rate of hunger and malnutrition in the region. Thus the need for various stakeholders in the region, including the ECOWAS Parliament to take-up measures to protect food security and agriculture production program during the fight against COVID 19. President Bio Initiates Dialogue with Civil Society Groups
His Excellency President Dr Julius Maada Bio has inaugurated the Government Civil Society Organizations (CSO), dialogue Series and hoped that the public engagement will help strengthen and consolidate the country’s democratic values. “I am tasking my Government to infuse more candor and transparency in Government business through regular interactions with civil society as representatives of the interests of our citizens. I want to have a frank dialogue about what is working and what is not working.”President Bio said. He observed that for too long, the conversation between government and civil society was embittered, shrouded in mistrust and a belief that civil society could only do its job by criticising the activities of government, creating the impression that those who didn’t criticise government were complicit. “There is a serious need for a paradigm shift in this relationship. It is this shallow binary view that I hope this dialogue series will unravel. The truth is, the relationship is complex and dynamic and more importantly, can be a catalyst to promote good governance,” he said. European Union, EU, Ambassador to Sierra Leone, Tom Vens, said that he was delighted to join the President at the start of a national dialogue series, hoping that the day’s event would translate into action. He praised the commitment made by President Bio to enhance consultation and collaboration with civil society organizations in addressing the crisis engendered by the COVID-19 pandemic and other broader governance and development issues. HE Ndomahina expressed his excitement to participate in the Silk Road’s 4th International Cooperation Forum on Global Cross Border E-Commerce as Sierra Leone under the leadership of President Bio is seeking to improve the digital market of the country. “ The occasion is quite auspicious especially as it offers me an opportunity to share with you my thought on this highly germane topic, which centres around the crucial role of e-commerce in marketing global supply chains within the context of covid-19”. HE Ndomahina stated. Ambassador Ndomahina went on to applaud the effort of all the frontline workers battling the world common enemy; COVID19, adding that they are true heroes and heroines that have sacrificed to save mankind. He said “We owe them a huge debt of gratitude for their priceless sacrifices”. The Sierra Leone’s Ambassador to China pointed out that covid-19 is an unprecedented global crisis. Adding that it is the cataclysmic that is equivalent of neutron bomb since it is only targeting and destroying humans, as over 30 million cases have been confirmed worldwide. Ambassador Ndomahina furthered that the crisis has led to most countries responding by restricting their International movement of goods and persons, and has inflicted profound damages on the global distribution of vital goods and services. He therefore raised concern over the threat of a second wave of the outbreak that will further disrupt trade policies, and may even prolong and intensify the current global economic recession. “within this context of distorted international trade , global e-commerce has become a panacea, foreign trade methods such as “cloud market”, “cloud procurement” and “cloud exhibition” have developed innovatively; the shift of global trade to online has accelerated, and foreign trade companies have accelerated”. He said. He explained how digital trade has reshaped the global trade supply chain and upgrading the industrial chain, and that cross border e-commerce has brought great development opportunities and has enhanced global foreign trade . Ambassador Ndomahina commended China for being the pacesetter and role model in this changing context of global trade. He mentioned that the International e-commerce methods have become important trading platforms through which several Chinese companies now trade in vital goods and services worldwide. “It is obvious that the innovative initiative would certainly broaden the scope of cooperation between China and the rest of the world”. US Govt to Deport Over 1000 Sierra Leoneans The United States (US) Ambassador to Sierra Leone, Maria Brewer has confirmed in a local radio interview that the Government of United States of America is on the verge of deporting over 1000 Sierra Leonean citizens to Sierra Leone. Sierra Leone’s Ministry of Foreign Affairs and International Cooperation (MFAIC) has acknowledged receipt of a correspondence from the United States Embassy in Freetown. The demarche conveys an order from the Secretary of State of the United States Government expanding visa sanctions on Sierra Leone to include immigrant and nonimmigrant visas. According to the MFAIC, the Government of Sierra Leone has for some years now being collaborating with the United States Government to facilitate the return to Sierra Leone of its nationals in the United States. The group of Sierra Leoneans are been identified for deportation because of various contravention of US laws. A statement from the MFAIC stated that Sierra Leone has collaborated with the United States to the extent that it had even received non-Sierra Leonean citizens in the process of compliance. The statement furthers that, the Government of Sierra Leone noted with concern that the visa sanction extension has been communicated within two weeks working period. This was made possible after Sierra Leone had received 8 more deportees in series of deportations by the United States over the years. The correspondence clarifies. The US Government has stated: “We recognize the Government of Sierra Leone’s recent efforts to issue travel documents and accept some nationals who were subject to a final order of removal; however, the Government of Sierra Leone’s continued lack of a consistent, repeatable removals process has resulted in continued delays in accepting the return of its citizens. The US statement further states “We hope Sierra Leone’s cooperation with us on removals will continue and improve, which will allow for the reconsideration of this action at a future date.” Under the Immigration and Nationality Act, Section 243(d), the Secretary of Homeland Security may notify the Secretary of State when a country denies or unreasonably delays accepting one or more of its nationals who are subject to a final order of removal. The Secretary of State must then order consular officers in that country to discontinue issuance of some or all visas. The government has expressed willingness to receive its nationals from the United States where both countries act in accordance with the International Civil Aviation Organization (ICAO) Convention. The ministry has assured that its government is in negotiation with the Government of the United States of America for the removal of these sanctions considering the continuing compliance on the part of Sierra Leone in accepting its nationals. Pharm. Hons degree in Pharmacy at College of Medicine and Allied Health Sciences (COMAHS-USL) In his opening remarks, the Acting Registrar of PBSL, Dr. James P. Komeh, told the interns that one of the many ways they will be productive in their professional careers after their studies is the act of imbibing the tenet of Drug Safety Monitoring and ADR reporting. He said, “You will be going out there to serve as the intermediary between the general public and the regulatory agency. In other words, we will entrust you with the health of the public as far as drug safety monitoring and Adverse Drug Reaction reporting are concerned. We will be utterly relying on you to raise the awareness on drug safety monitoring and the need to report adverse drug reactions. This is because as professionals and custodians of drugs, you are charged with the responsibilities to provide first-hand information about any possible adverse events on drugs or any other drug related issue. In light of this you are currently being trained on how to detect and report adverse drug reactions as enshrined in the Pharmacy and Drugs Act 2001.” Dr. Komeh, however, implored the interns to take the best out of the training, as the facilitators are well trained and are amongst the best performing employees at PBSL. In his statement at the end of the training, the Head of Department of the Pharmacovigilance and Clinical Trial department, Dr. OnomeAbiri, tendered his appreciation to all the interns and optimized that the training will change their narratives in order to see the need for reporting adverse drug reactions and other adverse events. He stated that he was with the conviction that the two days training capacitated the interns on the understanding and concept of medicine safety, the acquisition of knowledge on how to fill the adverse drug reactions forms, amongst others. “It is also my belief that you are now knowledgeable about how to detect and report ADR and adverse events following immunization (AEFI) or drug administration. Furthermore, you have also known your clinical roles and responsibilities in hospitals during ward rounds as well as the importance of patient care,” he highlighted. Dr. Abiri concluded by advising the internees to put into practice all what they have learnt during the two days training. One of the interns that benefited from the training, Mohamed Lamin Kamara, highlighted that the two days session helped him to appreciate what Pharmacovigilance is, and the history of how it was established in Sierra Leone, adding that he was also schooled on Adverse Drug Reaction and where to report about same. “I am also pleased about the fact that we now know how to fill ADR forms and in addition, I am privileged to be among those that have benefited from this training because I have learnt a lot, and I also promise to replicate all of the objectives of the training into my professional work,” he said.
