By Mohamed Sankoh (One Drop) I’m beginning to hate the newfound haters of hate speeches simply because they are nothing but hypocrites! Where were they when President Julius Maada Bio delivered his speech of 8 May 2020 in which he insinuated that members of the opposition, the All People’s Congress (APC), might be terrorists? Where were they when the First Lady, Fatima Bio, was alleged to have glorified mob justice in a WhatsApp video? Where were they when the Resident Minister North, Abu Abu, was preaching wholesale murder of members of the APC in the northern city of Makeni in a widely circulated WhatsApp video? What makes the recent condemnations of hate speeches hypocritical is the fact that our Civil Society Organizations (CSOs); the Political Parties’ Registration Commission (PPRC), the Human Rights Commission of Sierra Leone, and even the Inter-religious Council of Sierra Leone who have been wearing the gown of being “moral guarantors” know when they all started. They pretty well know that hate speeches started the very day the Sierra Leone People’s Party (SLPP) came to power in 2018. But before I go further let me give operational definitions of what hate speeches are. According to the Cambridge Dictionary, hate speech is defined as “public speech that expresses hate or encourages violence towards a person or group….” And that hate speech is “usually thought to include communications of animosity or disparagement of an individual or a group…” So, if we should use these definitions for the purpose of today’s One Dropian dropping, then it will be safe to conjuncture that the antecedents of the current spate of hate speeches could be traced to the SLPP’s Governance Transition Team 2018 Report (GTT Report). In the GTT Report 2018, whether it is willful or inadvertent, the SLPP appears to have expressed “hate or encourages violence towards” the APC as a political entity when it states that, “the former Government of President Koroma pursued a policy of ‘tribalism’ and regionalism in its recruitment and promotion of personnel at State House, in Government agencies and commissions, and in diplomatic postings. Ethnically favoured appointments constituted roughly 71 percent of all senior and middle-level appointments and postings to the country’s foreign missions made by former President Koroma’s Government. Ethnic favoritism was also reflected in the APC Government’s award of GoSL contracts, scholarships, commercial bank loans and regional distribution of development projects, with the neglect of Kenema and Kono in terms of roads infrastructure being most glaring…” If this is not an incitement of South-Easterners against North-Westerners; then tell me what it is. You and I know that those allegations in that Report are not true but they appear to have meant to provoke hatred for members of the last APC government! And that SLPP GTT Report 2018 was further given strength when high-profiled SLPP government functionaries began using “communications of animosity or disparagement” against members of the APC by calling them “Ayampi”, who were “running an enterprise of racketeering”. Now tell me, are these descriptions not meant to create hatred for the APC and its members? And why were those who are now parroting about “hate speeches” very quiet like tombstones when senior members of the Bio-led Government were saying such disparaging words against APC stalwarts? Now let me ask just one hypothetical question. What would the newfound haters of hate speeches make of President Bio’s speech of 8 May 2020 in which he stated that, “The silence of the national APC leadership on the active participation of their members and executive members in these acts of terrorist violence, senseless loss of lives, injuries and wanton destruction of public and personal property is truly disconcerting…” Couldn’t such words, from the Commander-In-Chief, spur members of his own SLPP to “hate or encourage violence towards” the APC as a political group? And maybe, just maybe, the Resident Minister North, Abu Abu, might have been spurred by President Bio’s speech of 8 May 2020. That might have been the reason why he had the audacity to threaten the exterminations of those who might want to oppose the President or stand in the SLPP’s way even if democratic niceties are employed by the would-be exterminated! And in typical SLPPian fashion, Abu Abu has not only gone scot free but still walking the corridors of power with the brazenness of a newly-inducted commander of one of the Al Salvadoran Death Squads of old. Also taking the cue from President Bio’s speech of 8 May 2020 is Joseph Austin Johnny who says he is the Chairman of the SLPP grassroots! Mr Johnny might have been very troubled by the “disconcerting” silence of “the national APC leadership” which is why he seems to have believed that all “members and executive members” of the APC, both past and present, should be eliminated in a Rwandan-like pogrom. Despite a press release surfaced on several WhatsApp fora, last Saturday, in which the “Sierra Leone Police Force [says it] is seeking information on an individual called Joseph Austin Jonny who is heard on audio threatening to destroy the lives and properties of certain group of Sierra Leoneans and by implication the peace and security of the state”; I still believe that nothing will come out of it! It will be another “buff case” which the SLPP government is now known for whenever grave issues of state concern one of its own. I may be wrong. But it is my intellectual right to conjuncture that despite the SLPP issued a press release early last week to condemn “hate speech”; Joseph Austin Johnny might just be echoing the conventional thinking within SLPP circles. Or even in the corridors of power! He might have deliberately made what appears to have been a Freudian slip just to gauge the reactions of his SLPP folks. Bollore Unveils Two Tractors Costing Over Le1Billion
The Bollore Freetown Terminal has on Wednesday, 26 August, 2020 unveiled two state of the art terminal tractors (Terbergs) costing a little over one billion Leones in a bid to aid ongoing activities at the Terminal. Public Relations Officer (PRO) of the company, Gassimu S. Fofana, intimated this medium that the unveiling of the two terminal tractors is based on the company’s commitment to make the Freetown Port more competitive and among other things meet all required international standards. The PRO added that the two tractors would be an addition to the 6.3 billion Leones equipment that was unveiled by the company in June last year for the same purpose. “Before we took over, ships used to spend weeks at the Port but with the new equipment and completion of the new berth, productivity and turnaround time has been reduced drastically where we see ships most of the time taking 48hrs to load and offload,” he further informed. He explained further that the new equipments were cleared and all charges paid for to the country’s revenue collectors. “The company is not only a respecter of all it agreements with the Government but also remains committed to making positive contributions to nation building,” he maintained. Freetown Terminal is a subsidiary of Bollore Transport and Logistics. In 2010, the company was granted rights to operate the container terminal and the Government of Sierra Leone happens to be a 20% equity owner of the company. Since they started operations ten years ago, the company has undertaken refurbishment of the Port including but not limited to the construction of a new berth and installment of new equipment for better operations at the Terminal.
Russia-S/ Leone Working Group on Cooperation Holds Maiden Meeting
BY Festus J Lahai The Russia-Sierra Leone Working Group on Cooperation in the field of Energy on Thursday 27th August, 2020 held its maiden meeting via video link. Deputy Minister of Energy of the Russian Federation, Mr. Sorokin Pavel Yurievich, headed the Russian Team whilst the Sierra Leonean Team was led by the Minister of Energy Alhaji Kanja Sesay. Both countries noted that the Working Group was a fruit borne out of the agreement between the Minister of Energy of the Russian Federation HE A.V. Novak and the President of the Republic of Sierra Leone HE Julius Maada Bio reached on the sidelines of the Russian-Africa summit in Sochi on October 23rd 2019. During that meeting, the countries discussed the current state of their cooperation in the field of energy and the possibilities of it deepening in the sphere of fuel and energy. The Sides exchanged the views on the promising projects that were discussed during the meeting of the Working Group. In the field of Oil and Gas, Sierra Leone and Russia welcomed the development of the state programme for the extension of the Mineral Resource base of solid minerals by Rosgeo JSC for the Ministry of Mines and Mineral Resources of the Republic of Sierra Leone. The officials during the meeting further vowed to support the cooperation between Rosgeo JSC and the Ministry of Mines and Mineral Resources of the Republic of Sierra Leone in the field of offshore exploration and transition zones (shallow waters) surveying including the multiclient principles-based surveying. In the field of Power Generation, the Sierra Leone side agreed to pass on to the Russians till the end of 2020, the information regarding the field of power generation and supply, including the technological exchanges in the spheres of thermal power stations, water resources, solar energy, solar photo elements and wind power stations for further consideration of possible cooperation by interested Russian companies. The Russian Side noted the interest of INTER RAO – Export LLC in developing cooperation with Sierra Leonean partners in the sphere of building and modernization of power stations and in the supplies of the Russian power-generating machinery for the power generation facilities in Sierra Leone. The Russian Side supports the interest of power machines JSC in acting as a manufacturer and supplier of main and auxiliary machinery for both hydroelectric power plants (turbines with automatic control systems, generators with excitation systems, pre-turbine gates, a complex of Electromechanical and hydro-mechanical equipment) and for thermal power plants (steam turbines; turbo generators, equipment) and for thermal power plants (steam turbines, turbo generators, equipment “boiler island”; heaters, steam boilers, waste boilers). Both countries decided that the next meeting of the Working Group will be held in 2021. The location and date of the meeting will be determined via diplomatic channels at a later time.
160 SLP Personnel Set for Deployment
A total of 160 police personnel of the Sierra Leone Police (SLP) are set for deployment in Somalia. The Directorate of Peacekeeping in the Sierra Leone Police has, on Monday 31st March, 2020, completed the preparation of 160 Formed Police Unit (FPU) personnel for deployment September. A statement from the SLP said Monday. According to the statement, each officer was supplied with the full uniform and operational gadgets. It said, they include;’’1 pair rain boots Rain coat 3 pairs of uniform 5 face towels 1 sun glass 1 big paramilitary travel bag 1 pair boots 1 pair socks 2 polos 4 facemasks 1 pair Leone Star jersey’’ and continued, ‘’ the first 80 personnel will leave on Saturday 6th September’’ the statement noted. ‘’It could be recalled that the government of Sierra Leone made commitment, few years ago, to support the peace process in Somalia by sending Police Peacekeepers. The Sierra Leone Police has since been deploying Individual Police Officers (IPOs) and Formed Police Unit (FPU) contingents.’’ The statement concluded. The prepared personnel are the third contingents to be deployed following the rotation period of one year. All 160 would be Peacekeepers are now 100% alert and set for deployment.
NaCSA: Multi-purpose Hall for Baiima Town
National Commission for Social Action (NaCSA) has commissioned and turned the sod for the construction of a masterpiece multi-purpose hall for the people of Baiima Town, Mandu Chiefdom, Kailahun district. The construction package includes a story building with furniture, solar panel, kitchen, office space and water facilities. In addressing the jubilant people of Baiima and its surrounding villages, NaCSA’s Deputy Commissioner – Dr. Sao-Kpato Hannah Isatta Max-Kyne reaffirmed government’s commitment in bringing development to people as part of the fulfilment of the campaign promises. She gave a vivid description of the multi-purpose hall and its impact on the ordinary citizens of Mandu Chiefdom, specifically Baiima Town.“This project is part of the Community Driven Development Project implemented by NaCSA. It is exclusively funded by the Government of Sierra Leone and it is part of many other development initiatives powered by President Bio’s led government to ensure an effective service delivery at community and national strata. For today’s purpose, we have commissioned and turned the sod for the construction of a Multi-purpose hall with a full package. This project is highly community driven as the community people have directly contributed to the project in terms of resources and commitment She explained. In the gathering, was the honorable presence of the Resident Minister- East; Andrew Fatorma, who ushered the people into the development strides of the New Direction; noting particularly that the President is providing a sustainable development for the people of Sierra Leone devoid of ethnicity or political affiliation. He called on the people to take ownership of the project stating that ‘’the people of Baiima town are developmentally oriented, this has been tested and proven and I am certain that the construction of the multi-purpose hall will not be an exception. This statement was also supported by the Chairman, NaCSA’s Board of Directors – PC Foday Musa Gbogbotor and other stakeholders who graced the occasion. In an exclusive interview with Brima Kamara, a thirty-five old trader who has spent more than twenty years in Baiima Town, it became clear that the building as per its description will be the best within the chiefdom. I say this without fear or emotional attachment, the construction of a multi-purpose hall is a welcoming development and I have personally pledged myself to monitor the implementation of this project. I thank NaCSA, the Government of Sierra Leone and most importantly, the President of the Republic for keeping to his promises. We will revert at the appropriate time, this is the new direction we yearned to see.’’ Forming part of the ceremony was the official commissioning of the project by the Deputy Commissioner whilst the Director of Field Operations handed over the contractor to the people of Baiima. The Community Driven Development Project (CDDP), according to Patrick Lebbie (the Programme Manager-CDDP), is a community based intervention, designed to respond to requests that come from communities through community structures to the Commission, that are related to construction, reconstruction and rehabilitation of community facilities. The project he advanced, is built upon lessons learnt from past community development projects implemented by NaCSA across the country. The overall objective of the project is to increase access to social services for vulnerable rural communities through construction, reconstruction and rehabilitation of community facilities. The objective is in line with Clusters one, three and six of the National Development Plan.
Sierra Leone Needs Prayers
-RODNEY MICHAEL Over the last two weeks our social forums have been inundated with unwarranted and unhealthy recordings and postings so unlike what we are as a people. Sierra Leoneans are loving and humane, and we share in our joy and sadness, ever proud of whatever we achieve as a Nation or as individuals. We have been boastful of our democracy since 1995, and delighted that so many Presidential, Parliamentary and local council elections in the last 25 years have been conducted without much violence or confrontation; we have protected our peace and stability better than most in the sub region. However, with such hate and rudeness portrayed in the last two weeks, with recordings, social forums reactions and postings, and worse of all the rumor mongering, there is need to Pray for Our President and the People of this country. Oh Lord God, the Lord of Mercy and the Lord of Healing, the forgiving God, we offer to you our President, our people and our country and ask that you send your Holy Spirit to save us all, so we will always be one people, full of love and blessed with peace and stability, and to keep in line with our National Motto “Unity, Freedom and Justice.” Let us all dedicate this weekend to Praying for our Nation; we need the Prayers and God’s Mercy! Make Importation/Exportation Easier & Less expensive -RODNEY MICHAEL A few days ago, I wrote in my daily commentary about the wonders NATIONAL REVENUE AUTHORITY (NRA) has performed in revenue generation over the first 4 months of 2020, even surpassing the same period in 2019 despite the Covid-19 debacle. However, my commendation of the NRA ignited a lot of responses sent to my Private Box and some were very vocal. One reader asked “revenue generation is great but at what cost and to the detriment of which group?” I exchanged with most of those who reacted and discovered many are not so happy about importation/exportation charges and difficulties. The various costs and bottle necks seem to be a discouraging factor. Others complained about increased taxes and enforced compliance while some were bold enough to cite some other unpleasant situations, which I would prefer not to elaborate on in this piece. The concern on importation/exportation though appears genuine and further research justifies the complaints. Importation/exportation is a hazard as it is and costs a lot more compared to other neighboring or Ecowas Countries. High importation duties and the various charges makes it very expensive and explains why standard of living is so high. In as much as we need revenue generation on the high, we also need to understand that the more difficult and the high cost of duty will discourage many from importing or exporting and will also increase cost of imported goods. The National Revenue Authority in all fairness is only implementing the duties and charges as approved by Parliament in the Finance Act. It is for the Ministry of Finance to consult all key players like the NRA, IMPORTERS ASSOCIATION, Sierra Leone Ports Authority and all other partners on how importation and exportation can be transformed to an easier process and areas where the duties and charges should or could be reduced to the benefit of the people and to entice increased importation and exportation. As a cautionary advice, it is better to entice importation and exportation through our Ports rather than encourage importation/exportation through neighboring countries. We will end up losing a fortune in lost revenue. This is also true and maybe more so as far as exportation is concerned for our minerals, particularly Gold and Diamond. A Word for the wise should suffice!
FCC Constructs an Early Learning Centre in Congo Water Market
The Freetown City Council (FCC) has met with market women, community leaders, key partners, Councillor Agnes Marah and the wider Congo Water community at the newly-constructed early learning center for children of the women who sell at Congo Water Market. FCC, with support from an American philanthropist Ms. Sonia Gardner, has completed the construction of its first early learning center for 40 preschool children at the Congo Water Market. The engagement was led by Cllr Mary Kamara, chair of the Market Committee at FCC and Ms. Ariana Oluwole of Narnia Early Learning Center who together explained to the community what amenities the facility will provide and the process of enrolling students for the upcoming school year. The early learning center which will be named FCC Early Learning Adventures at Congo Water Market will target children whose mothers sell at the Congo Water Market and who are up to date on their market dues payments. One child per household between the ages of 1 to 5 years will be admitted to the early learning centre and unlike many other early learning centers in Freetown, this one will offer extended school time where students will have the option to stay in school until 3pm whilst their mothers are in the market. In his remarks, one of the community elders, Chief Alhaji Alimamy Kanu, thanked Mayor Yvonne Aki-Sawyerr and FCC for their commitment to making sure that children in the Congo Water Community have the opportunity to get an excellent early start in their education. Councilor Agnes Marah, gave the assurance to the community that she will continue to work with them in the development of their community, and especially with the women at the Congo Water Market. She reminded them that after the turning of the sod for the nursery in April of this year, the Mayor stayed committed to her promise and commitment she made to the women within the market. She reiterated that this early learning centre was one of the Mayor’s campaign promises – to make sure that children of market women within the municipality are not left behind and that they receive a head start in their education.
Alleged Rape Victim Describes Kamarainba’s Bed room …
By Feima Sesay The Prosecution witness No 1 who was allegedly raped Alliance Democratic Party;( ADP), leader Mohamed Kamarainba has described the bed and bath rooms of specifically the house of Mr. Mansaray. The 15 year old girl who was under crossed examination by The lead defense lawyer Emmanuel Saffa Abdulai for first Accused Mohamed Kamarainba Mansaray told the court Tuesday 1 September that the accused has four bed room in his house and that when she went to the house together with the police, the bath room was on the right hand side of the house not the left as alleged. She confirmed to the court that at the same immediate right hand was Mr. Mandalay’s wardrobe. She explained to the court that during the investigation of the visiting police team which she was part of, she passed by the house of Kamarainba because she not could remember the house. The house is said to be around Femi Tunner Drive, Freetown. She said that they used to live at No.16 John Kheilie Street in Kono but that the family later moved to No 9 Fabanada street in Kono before the alleged incident. While addressing the issues of ‘’Captain Band’’ -a pregnancy preventive measure said she could recall the exact date she went to the hospital to do the insertion on her arm but noted that it was on a Monday before Valentine’s day. She added that before inserting the ‘’captain band ‘’she was not on her menstrual circle but that she has started seeing her messes now. She noted that she started experiencing her menstrual period at age 13. Lawyer Abdulai challenged the witness that she was lying in her testimony in court that the accused took her in a green vehicle to the hotel and that in her statement she told the police that the accused took her in his gray vehicle. She also confirmed that she mentioned Diamond Lodge Hotel in her statement to the police on two occasions; first was on the 17th and 21st July 2020, noting that at diamond Lodge Hotel the accused took her to a room and Parlor but that on the 14th February, 2020 they went to hotel at around 4 pm. She revealed that the sexual intercourse she had with the first accused on the 14th February was her first time and that after the process she went to the birth room on her own without any help. She also confirmed that it was the second accused, Madam Marion Arouni who brought her to Freetown in March 2020 when the Mr. Mansaray visited them where they had put up. She told the court that they came to Freetown on a burial ceremony in February 2020. Lawyer Saffa challenged the witness that on the 14th February, 2020 that the victim alleged she was tampered with by the first accused Mohamed Kamarainba was not true because his client was not in Kono at the time and had never taken her to Diamond Lodge Hotel as alleged in her testimony But witness told the court that the accused had taken her to Diamond Lodge hotel twice and they had sex. She told the court that she sat to the NPSE exams at age12 and went to the Success Academy School in 2018 and later went to the Islamic secondary school in 2019. The witness further confirmed identifying her birth certificate in court during her testimony and that all what she said to the police in respect of her birth certificate was exactly what she had said in court. .
