Addressing key corruption issues surrounding operations of the Sierra Leone Police has been very challenging, the Anti-Corruption Commission on Wednesday 15th July 2020 engaged personnel attached at the Lungi Police Division to sensitize and enlist their support in combating graft and bribery. The Local Unit Commander of the division Superintendent Franklyn Bawoh, welcomed the ACC team, and described the meeting as an important step to educating personnel and as well as guiding their activities and conduct on what constitutes corruption offences. He added that the engagement will also add to existing knowledge to help personnel to be professional in the discharge of their duties. Addressing personnel, the Regional Manager Al-Hassan Sesay informed them that the engagement was to sensitize them on corruption, solicit their support and to further strengthen the existing partnership between the two institutions. He noted that the ACC considers the SLP as a responsible partner and values their support in the fight against corruption adding, that when corruption thrives in the SLP it will have an adverse effect on other sectors. Commenting on the recently published corruption perception survey report by Centre for Accountability and Rule of Law, Mr. Sesay said the report named the SLP as the most corrupt institution which was indicative of the interactions and perception held by the public on corrupt practices in the Police Force. He encouraged them to maintain ethical standards in carrying out their duties and harnessed efforts to change the negative perception of the public about the SLP. He emphasized that Police Officers are public officers and by extension are covered by the ACC Act of 2008 and 2019 as amended. Explaining various corruption offences, Manager Sesay explained related corruption including offering, soliciting and accepting advantage, abuse of office and position, misappropriation of public funds and property, receiving gifts for corrupt purposes among others. He also informed them with the 2019 amendment Act of the ACC, the commission has now been empowered to cancel all contract deemed not to be in the interest of the public or a section thereof, narrowed the asset declaration regime, trial in absentia, restitution and jail terms and fines increased to five years and fifty million Leone respectively. “The impact of corruption has had a devastating effect on the nation’s development and this amendment has made corruption a very risky venture to undertake,” he emphasized. Mr. Sesay without mincing of words mentioned the invisible Scorpion Squad that will sting at any given opportunity to curb corrupt practices across the country. He made a stern warning to both senior and junior police officers to stay clear of corrupt practices and particularly encouraged them not to be used by their superiors for any corrupt syndicate. The Senior Public Education Officer Sahid Mohamed Kamara in his brief statement of the thrust of the meeting said the meeting was to educate the Lungi Police Division on their roles and responsibilities, offences in the AC Act, corruption issues captured by the corruption perception survey and to solicit their support in the fight against corruption. Public Education Officer Mohamed Thullah who spoke on the role of senior management in the fight against corruption accentuated the significance of maintaining ethical standards and high sense of integrity with a meaningful demonstration of supporting and resisting demands of corruption. He highlighted various methods of reporting corruption and underscored the central role reporting corruption occupies in combating the same. Delivering the vote of thanks, Police Inspector Ejatu Sanu expressed appreciation and thanked the ACC team for sensitizing them on various issues of corruption and promised to put into action the knowledge acquired.
For Damaging lawyer’s structure… 2 Sent to Prison
By Feima Sesay Mohamed Barrie who was sentenced to 1 year for impersonating as lawyer, was again dragged to Court before magistrate Mark Ngegba of the Pademba Road Court No.2 by lawyer Hindolo Moiwo Gevao for damaging his “pan body” structure and also for alleged trespass into the land of Professor Dr. Sahr M. Gevao and Mrs. Juliete Gevao. However, he was charged together with Mohamed Conteh. The accused persons Mohamed Barrie and Mohamed Conteh made their first appearance before magistrate Mark Ngegba on two counts of Alleged Trespass Contrary to Section 15 (1) (B) of the Public Order Act No. 46 of 1965 and Malicious Damage Contrary to Section 51 of the Malicious Damage Act 1861. According to the charge sheet on count 1, both accused Mohamed Barrie and Mohamed Conteh on Tuesday 7th July 2020 at Rotter Street off Regent Road Freetown did unlawfully entered into the land of Professor, Dr. Sahr M. Gevao and Mrs. Juliete Gevao when required not to do so. On count 2 both accused Mohamed Barrie and Mohamed Conteh on Tuesday 7th July 2020, at Rotter Street off Regent Road Regent in Freetown, maliciously damaged one erected “pan body” structure valued seven million eight hundred thousand Leones property of lawyer Hindolo Moiwo Gevao. No plea was taken and also no legal representation was made on their behalf and therefore both accused were remanded in custody until 30th July 2020. ASP Hawa Williams is prosecuting the matter.
11 Years Old Boy sold at Big Market
By Feima Sesay An 11 year old boy, Alhaji Turay was on Saturday 27th June 2020, allegedly stolen by one David Jackson aka Dave who tried to sell him at Big Market in Freetown. The accused David Jackson aka Dave on Thursday 23rd July 2020, appeared before Magistrate Abdul Sheriff of Court No. 3 Pademba Road Freetown on two counts of Child Stealing Contrary to Section 56 of the Larceny Act 1916 and Human Trafficking Contrary to Section 2 (2) of the Anti Human Trafficking Act 2005. According to the indictment, the police alleged on count 1 that, the accused David Jackson on Saturday 27th June 2020, at No.22 Gafe Saffa Drive, Lumley Freetown stole 11 years old boy Alhaji Turay against the will of his parents. The police further alleged on Count 2 that the accused David Jackson on the same day at Big Market, Wallace Johnson Street in Freetown trafficked Alhaji Turay a child below the age of 18 to wit 11 years. Business Woman Jailed For Fraud
By Feima Sesay Baindu Margai, a business woman was sent to the female correctional center by magistrate Mark Ngegba of court no. 2 for stealing two million leones and a mobile phone. The accused Baindu Margai was arraigned on one count charge of fraudulent conversion contrary to section 20 of the Larceny act 1916. According to the indictment, the police alleged that the accused on Sunday 12th July, 2020 at Hill Station in Freetown fraudulently converted to her own use and benefit certain property to wit the sum of two million leones and one Techno mobile phone valued eight hundred thousand leones all to the total value of two million, eight hundred thousand leones (Le2,800,00) entrusted to her by Alieu Martin for the purpose to deliver to Neneh Martin Kamara. After the charges were read to her, she pleaded not guilty to the offence. The accused was not represented in court and so no bail application was made. The accused was however remanded and the matter comes up on the 30th of July, 2020.
Aged Men Drag to Court for Land Fraud
By Feima Sesay Abdulraham Sesay and Modupeh Johnson were yesterday refused bail and sent to prison by Magistrate Marks Ngegba of court No.2 for allegedly obtaining the sum of sixty-two million Leones from Isata Kabba for 3 town lots of land at No2 River. The accused made their first appearance in court and were arraigned on four counts charges ranging from obtaining money by false pretense and causing money to be paid to another with intent to defraud contrary to the laws of Sierra Leone. The particulars of the offence States that the accused Abdul Rahman Sesay and Modupeh Johnson on Monday 6thMay 2019 at 17 Cole Street Hamilton Freetown obtained the sum of forty million leones by falsely pretending that they have three town lot of land for sale at No 2-river knowing to be false. The police further alleged that the accused persons on the same date and place unlawfully caused money to be paid by Isata Kabba the sum of twenty- two Million leones as payment for three town lot land at No 2 river purported to have been given to them by their daughter in law Abigail Kargbo knowing same to be false. Both accused pleaded not guilty of the offence and there was no legal representation made on their behalf. Assistant superintendent of Police Hawa Williams prosecuted the matter. The accused were remanded in custody and the matter adjourned to the 30thJuly 2020.
Kamabai Youth Leader and 3 Others Drag To Court For Murder.

Lamin Tarawally a youth leader of Kamabai Town Bombali district and three others were on Monday 27July 2020 drag to court before magistrate Hannah Bonnie of court No.1 for allegedly Killing his Aunty Kadiatu Yeamie Kargbo. The accused persons Ishmael Koroma, Issa Alhaji Mansaray, Ernest Numeh Conteh, and Lamin Tarawally made their first appearance in court and were arraigned on two counts charges of Conspiracy to commit murder contrary to section 4 of the offences against the persons Act 1861 and murder contrary to law. According to the indictment, the prosecution alleged that all the accused persons on Sunday 8 March 2020 at Kamabai Town Brima chiefdom in the Bombali District conspired together with other persons unknown to murder Kadiatu Yeamie Kargbo. Whiles the police further alleged in count two that the accused persons on the same date and place unlawfully murder Kadiatu Yeamie Kargbo. When the charges were read and explained to the accused in court, no plea was taken and no legal representation was made on their behalf. The police prosecutor Inspector Isatu Gbassay Fofanah intimated the court that her witnesses were absent and therefore could not proceed with the matter. In the circumstance, she requested an adjournment to subpoena her witnesses. Magistrate Bonnie, however, granted her application and remands the accused in prison and the matter was adjourned to the 3 August 2020 for further hearing.
PARLIAMENT RATIFIED 3 COOPERATE AGREEMENT.
By Feima Sesay. The parliament of Sierra Leone has on Thursday 23 July 2020 unanimously ratified three cooperates agreements that were laid in the well of parliament last week. The bill is geared towards strengthening the bilateral relationship between Sierra Leone and Kuwait and to also create a platform for technical education and professional skills training. The following Agreements were ratified. Agreement on Cultural and Artistic Cooperation between Sierra Leone and the government of the state of Kuwait, dated 17 November 2019, Agreement on Cooperation in the field of Technical Education and Professional Training between the government of Sierra Leone and Kuwait dated 17 November 2019 and the Agreement on established joint Commission for Cooperation between Sierra Leone and Kuwait. Piloting the agreements, the deputy Minister of Foreign Affairs and International Cooperation, Solomon Jamiru said that the aforementioned agreements would further deepen and strengthen the bilateral relations and cooperation. The deputy minister added that the promotion of Cultural gaps will be a refinding step in the new trajectory relations recognizing fully the Artistic and cultural potential in our environs and how through relevant exchange and support the country can legalize those values to have the profound impact on the development landscape. He said the cooperation in the field of Technical Education and Professional Training would help crystallized the human capital development that will enable them into the social development goals. In further submission, he pointed that the agreement to establish a joint commission for cooperation between the two countries will provide an over craft framework to support the Agreement. In his contribution to the debate the minority whip of the opposition APC, Hon. Hassan Sesay said the bill is non controversial and therefore urge colleagues to speedily ratify the agreement. He added that the process is just to put a seal on the existing relationship Sierra Leone has with Kuwait and in order accord the Agreement the added significant and valued it deserve in order to strengthen the relationship. Hon. Hassan Sesay however noted that they should also looked at the areas of promoting cultural values so as to encourage people from other countries to come with the aim of boosting the industries and social values. The leader of government business Hon. Mathew Sahr Nyuma in his contribution supported the agreement describing it as non controversial. He added that the Agreement is to strengthen the country relationship with Kuwait that deals with promotion of education in terms of music industry, technology, vocational skills and training of personal. Hon. Nyuma emphasis the importance of strengthening the country’s relationship with Kuwait as he said it will enable citizens’ increase their skills in Artistic education. He said the agreement is non controversial but it lies on the individual state to ensure that they strengthen their relationship and work between the framework of the Agreements. In conclusion urged colleagues MPs to speedily ratify the agreements and follow the text of it that will enable the country benefit as he said education is the key to the development of any country. He however admonished the deputy minister to ensure the realization of the agreement and not to be business as usual by just putting it on their shelves after approval.
Orange Complements Govt.’s Effort to Fight COVID 19

IPAM Governance &Leadership Society Gets New Executive
The Governance and Leadership Society is a student body under the department at IPAM University of Sierra Leone. The department train students to become good Administrators, Managers, Leaders and better politicians in future especially in policy formulation and policy analysis. It was established in 2018 by Students of the department for unison. The Society first President, Keifala Mansaray, one of the Society’s founding members will be handing over to a democratically elected President, H.E Momoh Flee. The President-Elect, Mr. Momoh Flee is also one of the founding members who served as Vice President under the outgoing Leadership.The new President is a household name in students’ Politics in Sierra Leone. He was once the Student Union Government Coordinator at Eastern Polytechnic under the Ibrahim Dukuray led executive in 2014. Also, He has served as National Secretary General Kenema District Student Union (KenDSU) under Former President, Sallu Ngombulango. Mr. Momoh Flee has once served in the National Union of Sierra Leone (NUSS) as Regional Secretary Eastern region under Former President Mohamed Sheridan Kamara and also Osman Bikal Kamara. He further served as NUSS vice President International Affairs under Thomas Gbabai.He will be working with Madam Marie Kargbo, she will be the first female Vice President of the GLS. Madam Marie Kargbo is the current Deputy Minister of Environment under IPAM Student Union Government. In the midst of this event, Stakeholders like the Deputy Chancellor Prof. Edmond Nuni was very impressed with the spirit of the membership towards development. The Deputy Registrar Mr. Emmanuel Momoh also advised the membership not to put National politics into their focus. The key note speaker of this occasion was the Head of Department Dr. Fullah Lamin, he applauded the membership for continuous maturity in leadership.

The supervision function in RCB is great even though a minority of boards controls the board of directors. RCB generates majority of its revenue from Investment on Securities that tends to increase their profits. Hence, the audit committee focuses in that sector and is very effective and provides adequate supervision. RCB has been very proactive in their approach to credit risks (mainly Loans and advances to Customers). Management’s best estimate of the losses with loans and advances is the impairment allowances. Specific one (impairment) is calculated on an individual basis. But, if there is no evidence that impairment exist on individual basis, loans and advances are assessed collectively. In order to control impairment loans and advances, at each reporting date RCB considers evidence of impairment loans and advances and held-to-maturity investment securities at both specific and collective loans and advances level. In assessing collective impairment on loans and advances RCB uses statistical modeling of historical trends of the probability of defaulting, timing of recoveries and the amount of loss incurred, adjusted for management’s judgment as to whether current economic and credit conditions are as such that actual losses are likely to be greater or less than suggested by historical modeling. Impairment losses are recognized (detected) in profit or loss and reflect in an allowance account against loans and advances. For better controlling, RCB writes off certain loans and advances and investment securities when they are determined to be uncontrollable. There is no gainsaying that Financial Institutions do face challenges, and RCB cannot be an exemption. But the bank has been very loyal and consistent with their service provision. Over the years they have satisfy both their Shareholders and the Public. They are one of the few banks in Sierra Leone that publishes their Annual Report to the Public.
