“The great Egyptian people, Dear honorable people, Today, we celebrate the seventh anniversary of June 30 Revolution staged on June 30, 2013. During this glorious revolution, our nation, with their great will, achieved an eternal epic to preserve the identity of the homeland. They showed, with their strong determination, that when nations rise up, no obstacle would remain in their path. Ladies and Gentlemen, The whole world had followed with admiration the spark of our revolution, which eliminated all desperate attempts by some to obscure the national identity. These people and those supporting them believed that Egypt has become under their acquisition and that their goals have become within reach. Therefore, millions took to the streets, expressing their firm rejection of all these attempts. Amid these events, the Armed Forces were following up on the demands of the Egyptian masses. The Armed Forces sided with the free national will, based on its historic foundations and its established belief, since it is the Egyptians’ safe haven. Thus, the Armed Forces made a historic decision along with various political forces and currents by developing a future map so that Egypt would overcome chaos and cross to safety. The great Egyptian people, We look at our current reality as a new episode of our continuous history. We monitor the changing phenomena and renewed challenges. We strive to build, develop and change our current situation in a manner that makes us satisfied and proud. We must bear in mind the importance of providing a decent life for Egyptians and the next generations. We have been aware since the beginning of June 30 Revolution that we would be engaged in violent confrontations with an international terrorist organization that knows nothing of the sanctity of lives. Hence, the threat of terrorism has been at the forefront of the challenges we have been facing over the past years. The forces of evil have sought to terrorize the safe people in Egypt and to create chaos in a violent attempt to rule once again. The heroic people demonstrated their genuine firm via supporting the brave men of the Armed Forces and the loyal police officers who have also been able, over the past seven years, to uproot the infrastructure of terrorism. On this occasion, I would like to pay tribute, on behalf of all the Egyptian people, to our noble martyrs. Brothers and sisters, the Great Egyptian People, June 30 Revolution was not just a popular uprising against a regime that the people did not like, but rather it was a change in the path of a glorious nation with a unique history, civilization, and a great position among other nations. This nation is looking forward to restoring its deserved position. The economic reforms gave us a pause in which we were true to ourselves. We were frank about our economic condition and found that we have no option but doing it the hard way, making several drastic economic reforms. Had it not been for the people who bore these reforms and had confidence in themselves and in their leadership, they would not have paid off. We have made achievements witnessed by the entire world. I assure you that the state appreciates the sacrifices that the great people of Egypt have made. We are undertaking further reforms to face the protracted crises. Today, we are taking facing a new challenge: the coronavirus pandemic that affects humanity as a whole. Indeed, the Egyptian people have the right to be proud of the sacrifices of the Egyptian medical staff and those in charge of the health system. Undoubtedly, this reflects the uniqueness and solidity of the Egyptian people and the ability of the Egyptian institutions, which strive to achieve a balance between protecting citizens from the threat of coronavirus and continuing production and development process. The Great Egyptian People, The future of the homelands is built neither by great wishes nor lofty rhetoric. You may be aware that Egypt’s national security as well as its regional surroundings are interrelated. This interrelationship goes beyond Egypt’s political aspect to its historical rights. It is no secret that we live in the midst of a turbulent region and that the common international and regional interests make it difficult for any country to isolate within its borders, awaiting the surrounding conditions. Hence, Egypt anticipated the magnitude of the risks and challenges that may pose actual threats, which must be firmly addressed, in order to maintain Egypt’s and its people’s security and stability. In spite of Egypt’s leverage regionally, it has always been longing for peace while backing everyone and boosting cooperation. Egypt neither infringes on other countries’ rights nor interferes in their internal affairs. However, Egypt takes the necessary measures to preserve its national security with great honor without compromising its rights. The Great Egyptian People, In conclusion, we are completely confident that with our strong will and determination, we are capable of achieving our aspired bright vision. I assure you that we are keeping the promise of protecting our homeland, and we are renewing our promise not to compromise any of its rights. Paolo Freed on Treason Charges
By Feima Sesay Palo Conteh Sahr Anthony Sinnah and Prince George Hughes were acquitted and discharged on count 1,2,3,4,5,6,7,8,9,12,13,14,15,&16. However, Paolo Conteh was convicted on count 10&11 for possession of firearms and concealing a greater number of weapons in 12 months each. Total 24 months. 2nd&3rd accused were acquitted and discharged. The panel of jurors returned with a verdict of not guilty on the offense of treason, aiding and abetting, making false statements on oath and perjury. Even though Joseph F Kamara in his plea mitigation pleaded for a non-custodial sentence but a fine, justice Momoh Jah Stevens in his ruling sentenced Alfred Paola Conteh to 12 months on count 10 and also 12 months on count 11. Prior to this judgment, the Learned Judge, Justice Momoh Jah Stevens while reading the entire evidence in summing up that contains 64 pages define treason as the crime of betraying one country by attempting to kill a president or overthrow a government and that the burden of proof lies on the prosecution to prove the guilt of the accused beyond a reasonable doubt. He added that if a person is proven guilty upon conviction is liable to death, adding that the offense must be committed in SL. According to him the mere preparation and endeavor to carry out the offense is very dangerous if caught and punishable by law. He noted further that preparation and endeavor as stated in counts 1&2 which is treason are two separate and distinct acts. He explained further that one can prepare without endeavoring, adding that endeavoring is the process of putting into effect what a person has planned. He referred to the case of the state against Fornah and 14 others and that of Lansana and 11 others. The learned judge said that count 1&2 carry the same penalty of death and that the end result is to seek the consent of the president. While she was addressing the issue of the Overt Act not mentioned in the indictment it was not mentioned because there is no need for an Overt Act to be laid in the indictment. He described an Overt Act to the jurors as something that is plain, open to view, and therefore a treasonable intention is not punishable by law unless it is manifested by an overt act. Justice Stevens urged the jurors to look at the evidence of prosecution witnesses No.1,2,4,5&6 that say that Alfred Paola Conteh was in possession of a weapon, taking a loaded gun to state house, failing to declare the said gun at the gate and going to a high profile meeting with the president without a book or pen. According to him this evidence has already indicted him but said the decision to find first accused guilty lies with the jurors as they are judges of fact. He said they must also consider the fact of the evidence adduced in court and ask themselves if the action of the accused was a mission or intention to kill the president when given a verdict. ” In my legal view, if an individual killed a president it is treason and not murder and my description of a public place is an indoor or outdoor area whether Private or public ownership to which the public can access by right or by invitation, in my view statehouse is a public place “, he said. He also urged the jurors in his summing up to ignore counts 7&9 as he said there was no law cited in the indictment which is a default on the prosecution’s side but said counts 10 should be properly looked at as the accused Alfred Paolo Conteh made a confessional statement that he was in possession of the Gluck 17 pistol. According to law, one cannot possess two weapons for even a second and that the mere confession is a crime. In conclusion, his role in summing up is just to give the jurors direction on the law but the decision to prove the accused persons guilty or not of all the allegations lies with the jurors. At the conclusion of the summing up address to the jurors, they retired to their room and later returned at around 7:19 with a unanimous decision. The Foreman returned with a verdict of the first accused Alfred Paola Conteh not guilty on counts 1,2&3 which is treason and the remaining counts 5,6,7,8,9,14,15&16. But he was however found guilty on counts 10&11 which is being found in a public place with a loaded gun and concealing a greater number of ammunitions. Whiles second accused Sahr Anthony Sinnah was acquitted and discharged on counts 4 aiding and abetting and 12 abetting the commission of an offense for which he was jointly charged with Prince George Hughes. The 3rd accused Prince George Hughes was also acquitted and discharged on 13 for making false statements on oath. Lawyer Joseph F. Kamara in his plea mitigation for Alfred Paolo Conteh pleaded with the judge for a non-custodial sentence but a fine that they are ready to pay on the grounds that his client has already served in solitary confinement for the past 3 months. He also pleaded with the judge to temper justice with Mercy as he said he is a first time offender who has served his country diligently as military personnel and rose to the rank of major and as minister of defense and internal affairs. Justice Momoh Jah Stevens having listened to the plea mitigation sentence Alfred Paolo Conteh to two years imprisonment for both counts. 12 months each for counts 10&11. Justice Momoh Jah Stevens thanked the jurors, prosecution team, and defense team for the accused noting that he continues to do justice. However, the treason trial against all the accused persons commenced this year May 29, and came to conclusion on Wednesday 1st July 2020.

SLRA pays over Le7bn as compensation …puts smiles on the faces of affected property owners in Moyamba District.

Margai (Strategic Communications Coordinator, Office of the President) The Government of Sierra Leone, through the Sierra Leone Roads Authority (SLRA), has over the weekend (27&28 June, 2020), paid over seven billion Leones (Le7bn) as compensation to affected property owners in the Moyamba District. The payment, which was done at Moyamba Junction, Moyamba Town and Gandorhun, was for over 400 property owners, whose cash crops, houses and other properties were and will be destroyed during the construction of the Moyamba-Moyamba Junction Road and Bridges. SLRA’s Director of Planning, Policy and Research who doubles as the Project Manager for the above-mentioned Road Project, Engineer Vandi French, said during the construction work, cash crops, houses, etc., will be demolished, people’s land will be converted as borrow pits and quarries. “These are the people the government is paying compensation to now. The construction of this road started in 2018 and would have been completed in March 2020 but there were many hiccups that delayed its completion,” he stated. He said the government, through SLRA, wants every affected property owner to feel satisfied before the construction project ends. SLRA’s Director of Finance, James Lebbie, told the beneficiaries that payment is done through cheques and the monies would be collected at the Union Trust Bank (UTB). “Prior to this day, SLRA had issued letters to those that should benefit. The cheques would only be issued to them after producing a valid identity card and the letters that SLRA earlier issued to them. To ensure transparency of the payment process, SLRA invited officials from the Ministry of Finance, Anti-Corruption Commission (ACC), Audit Service, Civil Society Organizations, local authorities and other observers, to witness the entire process. Tasima Jah, Ministry of Finance’s Budget Director, said the payment of compensation is a fulfilment of government’s commitment to the EU-funded road project, adding that that was the final payment of compensation to affected property owners on the said road. “Having received compensation, we don’t expect you to come again and make further requests,” he warned. Representative of the National Authorizing Office (NAO), Robert Ganda, said in the agreement signed between the government of Sierra Leone and the European Union for the construction of the Moyamba-Moyamba Junction Road, the government should pay compensation to affected property owners and give a duty waiver to all the equipment that are brought in by the contractors for the construction work. Paramount Chief Gulama of Kaiyamba Chiefdom in the Moyamba District, thanked the Bio led government for constructing the Moyamba-Moyamba Junction Road. He said prior to the construction of the said road, people were spending long and tedious hours on the road from Moyamba Town to Moyamba Junction because of the many potholes on it.
Minister of Planning engages SLRSA on Service Delivery and Performance Management, re-echoes President Bio’s call to accelerate service delivery in 2020 and beyond
SLRSA Board Road, Kissy Road, 30th June, 2020— The Minister of Planning and Economic Development, Dr. Francis Kai-Kai has met with the Executive Director of the Sierra Leone Road Safety Authority (SLRSA) and members of his staff to follow-up on President Bio’s call to provide political orientation and to help public institutions accelerate effective service delivery in 2020 and beyond. The meeting, which was held at SLRSA Board Room at Kissy Road in Freetown came as a result of the first presidential seminar for heads of institutions, at the Bintumani Conference Centre on the 25th February 2020, where H.E. President Julius Maada Bio recognised the important role and contribution of commissions, parastatals, agencies and state-owned enterprises to the achievements his New Direction Agenda and declaring 2020 as the Year of Accelerated Service Delivery. Delivering his address, the Minister of Planning, Dr. Francis Kai-Kai said that the process was to ensure that SLRSA had clear deliverables and deliver on its targets in order to play a significant role to achieve the vision of President Bio’s Agenda to change and transform the lives of ordinary Sierra Leoneans. He said such practice had lapsed across government for a very long time and that some agencies were no longer providing the required service delivery to the public. Dr. Kai-Kai said this attracted a lot of public outcry, which drew the attention of President Bio. “We need people who can and are ready to deliver promptly to the people. President Bio intends to make performance management systems for officials and public institutions more effective and result-oriented. This also includes ensuring that there is greater accountability for poor performance— hence the need to put in some performance benchmarks for all of us”, said Dr. Kai-Kai. The Minister, then, introduced Dr. Robert Moikowa, the Director of Service Delivery and Performance Management at the MoPED and his team, who would continue the process of following up with the SLRSA. Previously, the Minister visited NPPA, EDSA, EGTC, NASSIT, SALWACO and the SLPA. He would continue visits to other public institutions, in the coming weeks. Responding to the Minister, the Executive Director of SLRSA, Ibrahim Sannoh thanked the Minister and Team for the timely visit and recognized the importance of the process in achieving the New Direction Agenda. He explained that the overall output of the agency was to digitize the activities of SLRSA, adding quality, value and innovation to its services rendered to the public. While mentioning the many challenges the agency faces, he said they were working towards developing a strategic plan, reviewing its HR policy among other things to improve the overall output of the SLRSA. Dr. Robert Moikowa, the Director of Service Delivery and Performance Management commended the work of the SLRSA for their efforts in working towards achieving the ultimate goal of government’s commitment to sustain socio-economic activities.
