The Main Opposition Party, All Peoples’ Congress (APC) has cancelled a high level profile meeting it was scheduled to hold to day Thursday 19th March, 2020, for senior members of the Party. A statement issued yesterday, 18th March, from the party’s Secretariat said that ‘’the meeting that was scheduled for Thursday 19th March2020 on the Corona Virus Disease sanitization and the National Civil Registration Authority (NCRA) 2020 Verification and Registration Exercise has been cancelled until further notice’’ According to the statement, the meeting was for Members of Parliament (MPs), District Council Chairmen, City Council Mayors, Regional Chairmen and Secretaries, District Chairmen and Secretaries. However, the statement which was signed by the Party’s Secretary General, Ambassador Dr. Alhaji Osman Foday Yansaneh did not give reasons for the cancellation of the meeting. But said, ‘’The Party regrets any incontinence this may have caused and counts on the understanding and usual cooperation,’’ It said. Gov’t Officials at Quarantine Facilities Government officials including the Chief Minister, Professor David Francis, and Minister of Health, Professor Alpha Tejan Wurie, yesterday, 18th March, 2020 paid an unannounced visit to the three quarantine facilities in Lungi designated for the coronavirus. The facilities are stationed at the in Lungi International Airport, north of the country. The two senior government officials who were accompanied by other members of the committee set up to handle the prevention of the virus have been asked by the President Dr Julius Maada Bio to get first-hand information on the status of people being accommodated in places transformed into such confinement facilities and to further gauge the preparedness level of health workers at that entry point. The minister of health encouraged people, who had arrived into the country by air from different parts of the world, to allow to be quarantined as part of the measures in place to manage any possible case of the coronavirus, adding that they might be aware of the strangeness of the infectious disease ravaging the world partly because of the difficulty in detecting it without having to quarantine them for 14 days of the incubation period for the coronavirus. Professor Wurie stated that so far that was one of the most effective ways to make sure that people coming from different countries protect themselves and their families. “We started quarantining passengers from 4 February 2020, but this is the first time we are having a larger number of passengers in quarantine. We have released 68 people and none of them showed any sign of the virus. We have not said you are infected with the virus, but also we have no reason to believe that you don’t have the virus. We want you to show this country that you are patriots by staying away from society for 14 days, after which everyone will be allowed to go about their normal business,” he explained. The Chief Minister, Professor Francis told passengers that their instruction from the President was to visit the said places and see what obtained on the ground, adding that the coronavirus was a global problem challenging bigger economies with advanced and sophisticated healthcare systems. “Sierra Leone is the only country within the Man River countries that has not recorded any case of this deadly virus. We are here to assure all of you that we are trying our best as a government to ensure that there is no case of coronavirus in Sierra Leone. But if accidentally we record any, we will be on better grounds to eradicate it immediately and entirely,’’ he said. He assured them of three meals per day in all quarantine facilities, adding that all essential items that would keep them safe during the 14-days period would be provided by the Ministry of Health and Sanitation. He further stated that it was difficult for people to be quarantined, especially when they would have travelled for long and wanted to see their family members. He, therefore, admonished them to show the highest level of compliance and ensure that the protocols and guidelines stated by the World Health Organization for people in quarantine were observed. BAR ASSOCIATION OPENS Book OF CONDOLENCE FOR LATE Solomon BEREWA BY FEIMA SESAY The Sierra Leone BAR Association in collaboration with the Judiciary of Sierra Leone on Wednesday 18th March, 2020 at the High Court No1 Building opened a Book of Condolence in respect of the late Solomon Ekuma Berewa Esq. Prior to the signing of the book, the Acting Chief Justice of the Judiciary Justice, Nicolas Brown Mark in his tribute described the late man as a very dedicated and hard working lawyer who contributed immensely to the development and expansion of not only the Judiciary but the Country as a whole. He said he came to know the late Solomon Berewa in 1975 and that they both worked together at the Law Officers Department. He revealed further that it was due the hard work and dedication of the late man that the Director of Public Prosecution officer was established in 1978 under the constitution of the country. Justice Mark explained that the former Vice President was appointed Acting Senior State Counsel for Bo district and was later transferred to Kenema as the Regional State prosecutor. He said the deceased was a distinguish personality during the time he was practicing law but said he left the Law Officers Department in 1980 and later in 1981 went to the Gambia when prosecutors were needed in treason case where Mr Berewa worked . He noted that he was very methodical and one of the best in their generation, adding that the late man did very well in the 1975 seditious libel law trial and was very effective in discharging his duties. Justice Mark extended his condolence to the Bereaved family, adding that the death of Berewa was not only a big loss to their family but to the country as a whole. Admission Tussle at Law School
By: Alpha Umar Bah Dozens of students graduated in 2018 with 2:1 and 2:2 degrees, applied to pursue law at the Law School of Sierra Leone, but their applications were thrown out last year. The grounds for their rejections have been unclear. A student who asked to remain anonymous, said, “The issue is that a number of students that applied was qualified, but the Registrar refused to shortlist them,” adding, “The Registrar, Mr. Cobba shortlisted only 122 students, out of whom a total of 65 was offered acceptance letters.” Furthermore, investigations have revealed that some of the students were qualified, although they were neither shortlisted nor were they invited for an interview. Another saddened student said, “Now you have a batch of two sets of disgruntled students. The ones who were interviewed and received no acceptance letters, and those that failed in their performances at the interview were not admitted.” On February 7, Parliament summoned the Director of the Law School, followed by a second summons on 13 February 2020 addressed to the Council of Legal Education to which the Registrar, Mr. Joseph Cobba attended on behalf of the Council. The Public Review found out from Parliament that Hon Gevao asked Mr. Cobba a few questions. Mr. Cobba argued the case that he was not involved in the shortlisting process, adding that in fact he was merely working under the instructions of the Council of Legal Education. Mr. Cobba actually did the shortlisting, according to the aggrieved students. Although he excused himself in order to implicate the Council, Parliament had since referred the matter. A female student angrily stated “It was not Council that did the shortlisting, he did it. The Council of Legal Education Act of 1989 stipulates that you have to have at least a Third Class degree. And later on, an amended provision of the Act states you must have passed six core modules, including the Law of Torts, Lands, Equity and Trust, Criminal, Constitutional, and Contract Law. Some of us don’t just have the core modules, but we also have 2:1 and 2:2 degrees. Yet, Cobba threw out our applications preferring his clansmen. It’s a disgrace.” Many of the disgruntled spoken to by this newspaper, told how since February there has not been any action. It is unclear to the students what their fate is. Last week, the Council of Legal Education met, but has yet to contact the students to explain whatever outcome has been arrived at. The number of students, who were not shortlisted totaled about thirty, while those that were shortlisted, but not accepted were fifty seven which is a total of eighty seven students who have not had admission offers. The issue at hand is that there is a batch of two sets of disgruntled students. Massaquoi Arrested
Massaquoi Arrested A former Revolutionary United Front (RUF) war lord of Sierra Leone, Gibril Massaquoi, has been arrested by the authorities in Tampere, Finland on Tuesday 11th March, 2020 on allegations that he committed war crimes and crimes against humanity in Liberia between 1999 and 2003. Justice and Rights groups such; Civitas Maxima, and Global Justice and Research Project (GJRP) said Mr Massaquoi specifically commited crimes such as; homicide, sexual violence, and the recruitment and use of child soldiers in the West African state of Liberia for a long time. According to reports, the former Sierra Leonean warlord who during the civil war in Sierra Leone was a Lieutenant-Colonel and spokesman of the RUF rebel group was arrested by Finnish police after Civitas Maxima ; and the GJRP informed them about the warlord’s alleged involvement in mass atrocities in Liberia. It could be recalled that in 2005, Massaquoi testified in open in the trials of his colleagues before the UN Backed Special Court for Sierra Leone (SCSL). His colleagues who were before the court at the time, were; former rebel war lords; Issa Hassan Sesay, Morris Kallon , and Augustine Gbao. All three had been found guilty by the court on various charges of crimes against humanity and war crimes. They are presently serving their jail term in Rawanda . Their Leader, Foday Sankoh , died in the custody of the court. They were tried on what was described by the court as ‘’Joint criminal enterprise, and those who bear the greatest responsibility, ‘’ Mr Massaquoi also testified in the case against members of Sierra Leone’s former Armed Forces Revolutionary Council (AFRC)– a rebel group that allied itself with the RUF rebels in the late 1990s. In a press statement, the group said “As part of their regular investigation and documentation efforts, Civitas Maxima and its Liberian sister organization—GJRP found evidence that Massaquoi had allegedly committed, overseen, and ordered international crimes in Liberia during the Second Civil War. Thereafter, Civitas Maxima and the GJRP submitted information regarding his alleged involvement in mass atrocities in Liberia to the authorities in Finland, where he resides,” Civitas Maxima has applauded the Liberian government for its support towards the process “as they collaborated with the Finnish authorities during the investigation and the Finnish authorities on their diligence and commitment to this investigation.” In brief remarks, Fayah Williams, Deputy Director of the GJRP said: “The latest news regarding the arrest of Gibril Massaquoi in Finland is a huge step towards addressing the issue of accountability for past crimes committed during the two bloody civil wars in Liberia. It brings hope to all those who were victimized as a result of the civil wars. This arrest also indicates that justice does not discriminate based on nationality.” The arrest of Massaquoi comes at a time when several Liberians both at home and abroad have been pushing for the establishing of war crimes court in Liberia. Reports say it is the 7th arrest of an alleged war criminal by authorities in 6 different countries on two continents that was prompted by information collected by Civitas Maxima and the GJRP – whose work has also contributed to two convictions of Liberian war criminals in the U.S. Nobody however been tried for war-related crimes on Liberian soil. The historic trial of Alieu Kosiah, a former commander of the United Liberation Movement of Liberia for Democracy (ULIMO) rebel group, is scheduled to commence on April 14 and conclude on April 30 2020 in Bellinzona, Switzerland. According to Civitas Maxima, two of their lawyers will directly represent 4 plaintiffs in the case, which will be the first trial for war crimes in front of the Swiss Federal Criminal Court. Liberia saw two consecutive civil wars (1989-1996 and 1999-2003), the first of which was initiated when Charles Taylor’s National Patriotic Front of Liberia (NPFL) invaded the country in December 1989. In March 1991, the fighting spilled over into neighboring Sierra Leone when the RUF, with support from the NPFL, invaded Sierra Leone in an attempt to overthrow the government. The civil war in Sierra Leone ended in 2002. During the Liberian and Sierra Leonean civil wars, hundreds of thousands of civilians were killed. These conflicts were characterized by mass atrocities against the civilian population, including rampant sexual violence, mass killings, amputations and mutilations, slavery, torture, cannibalism, and the widespread use of child soldiers.
